The night after that he found it was definitely a man and not the landlady, and the silhouette gave it away that it was Javert.

4. When he talked to the landlady about the man he saw, trying to question her very casually after she mentioned a new tenant, she implied she knew who Valjean was and that Javert was after him. Although Javert used a fake name. It sounds like she is on Javert's side tbh. I honestly can't understand what Victor Hugo meant by her phrase. It's a different cultural space.
