Lunapic - make straight line flags with horizontal or vertical strips (up to 12 stripes) with an option to add a crest/symbol

Flag Maker - a flag maker where you can add a seemingly infinite number of stripes.

Pixlr - a free browser-based editing software. has useful features such as: layers and blending modes, in-site shapes, transformation tools (drag or input pixels), text, filters, effects, drawings, and guidelines to ensure things are centered.

Canva - browser image editor.

IbisPaint X - a free art app with a lot of features. can be very confusing at first. (one tip is if you watch 1 ad you get to use ALL brushes for free for the day)

Krita - a free art program, I've used this once and don't know much about it

FireAlpaca - i haven't used this but it's another free art program

Piskel - a pixel sprite maker, could be used to make symbols
