HI SORRY I'm like a million years late BUT! I think it could be a few different things.

A) Ray's built in resentment and/or envy for Jasper. Unlike Ray, who was basically a child soldier since the age of 8, Jasper got to have a longer childhood, sort of. Jasper was still involved at a very young age (like 14 or 15 by the time Henry told him about everything) but he had those extra years that Ray didn't.

While Jasper ended up having to lock in as he got older, and DID witness his two closest friends almost die, he was much more carefree and whimsical in his younger years. Jasper could easily bond with Henry as an equal, thanks to their age and long running friendship, whereas Ray had the obvious barrier of being Henry's work superior and some sort of parental/mentor/brotherly(?) figure. It's complicated. Plus, Henry went across the world for Jasper and Charlotte. Obviously there were plenty of reasons for him to leave Swellview on top of that, but would he go the distance for Ray? Debatable. Probably not as easily.

B) Ray finds Jasper overly enthusiastic and is overstimulated by his presence, hence the constant annoyance. He's so used to being a public figure and vigilante/"hero" that he doesn't get why Jasper is so enamored by the lifestyle.

C) To a degree, Ray very begrudgingly has a soft spot for kids. That could be either him genuinely caring, or being realistic enough to acknowledge that he is an adult and keeping the children around him alive is kind of the bare minimum. If I recall correctly, when Piper found out and Ray wanted to wipe her memory, he made a comment about not wanting to run a daycare or something along those lines. It might not even be personal. Ray didn't like that Charlotte knew, but she was smart and responsible enough for Ray to be able to ignore her. It didn't feel like watching over a kid, which is a whole can of worms that I can't open rn for the sake of keeping this ask from becoming a dissertation 💀 BUT when it came to Jasper, he had more openly childlike qualities and probably made it so Ray realized that he WAS in charge of a bunch of children and that can be a lot of pressure, on top of being responsible for the city. Especially since he didn't get a proper childhood himself so his reference for parenting is NOTTTT a good one. Not to excuse his treatment of the crew, but a potential reason.
