The reason Belos had to make Grimwalkers was so he can have someone back him up or help him WITHOUT being skeptical about it. Because if he gets a witch, they'll catch on that what he is doing is bad. But if he starts from scratch, from a person that knows nothing, whose MIND is still HOLLOW, he can fill that person's mind with all sorts of things which will eventually become their truth, hence follow Belos on his worst sides without thinking it's bad.
