Because whenever I see it brought up, I can't help but feel like it makes no sense for Alastor. Sure, the fella loves killing people. But we also seen this season he hates being under someone's control and taking orders. He machiavellian his way out of his deal with Rosie. Why would he then accept being under Lucifer? How would being under Lucifer's leash and killing for him be any different from being under Rosie's leash and killing for her? At least he seemed to tolerate Rosie

And, even if Alastor and Lucifer's relationship became less hostile. Would Alastor even feel comfortable being the attack dog of a rich white blond man? I really don't think so.

the executioner theory wants to piggy back the fact Alastor wants power, forgetting that the reason Alastor made the deal with Rosie in the first place was to have enough power to not be messed with ("I don't want to exist as a tortured soul"). He broke free. His staff is fixed. His powers are where they were. Nothing and no one can stop him - Lucifer would have the power to, but he can't kill Alastor because of his punishment

Alastor doesn't need angeli powers to kill sinners permanently. He was doing that way before the Exterminations started, plus, angel weapons are fairly common, or can be purchased from Carmilla

Lucifer doesn't give enough of a care about sinners to need someone to kill them for him. He can't kill them himself, but they also can't hurt or kill him

Not only that but speakeasy's were common queer spaces back then and he was definitely at a speakeasy in his backstory flashback considering this was during the Prohibition and there were both white and black people in that room and these were one of the few places they mingled together freely.

And he is so fucking gender fluid. The way he flows between masculine and feminine in both appearance and body-language is seamless. Like you said, its not as blatant as Angel wearing a skirt, but he in no way buys into traditional gender norms.

Also, considering he gets along with women so much more than men, idk why he would make himself a purely masculine figure especially in Hell where he can do whatever the fuck he wants and look however the fuck he wants.

(Also pointing out that Alastor has shown no signs of being homophobic and while being queer back then wasn't considered the norm or openly accepted, it was a lot more tolerated up until the Lavender Scare in the 1950's; AND the French Quarter also had its own queer communities around his time (it was also mostly inhabited by people of color). Also him telling Angel that having sex with him is "never going to happen," is not homophobia, that's not wanting to have sex with someone, and honestly falls more in line with him being asexual than anything else).

Here's my theory:

Alastor made the prisoner deal to protect Nifty, Husk, and Charlie the first time they were in danger, and Vox showed he couldn't keep his word. So when one of those three ends up in danger again, Alastor ups the ante. As far as hell is aware, the only punishment Husk got is being sent to bed early? When earlier that same day, he called Charlie his daughter? Is that why he joined the hotel? Does the Radio Demon have baby fever?

Is it bad in a vacuum that Vox constantly stalks and spies on Alastor? Well, sure, in a vacuum. But on the other hand, from a third person perspective, Alastor seems to make it his number one mission in life to hide and conceal facts that would help the people around him treat him decently and show that they care, so from a certain angle Vox's whole voyeuristic bit is kind of a self-preservation mechanism.

Alastor will see a pure-hearted ball of love and light like Charlie Morningstar and go "yeah no way will I breathe a word about my massive chest injury to her. that seems like it would be a major misplay. better to just seethe about it for an indefinitely long amount of time until I determine that I am justified by everyone's indifference (to something I am concealing from them) in ransoming them against a power grab."
