That is such a good question and one I go back and forth on! Even in my own yet to be published writing I'm not super consistent.

Sometimes I think Arthur because aware that Ivan had met and was communicating with America during the revolution. France clocked them real fast (it was hard not to), and filed it away to mentaly torture Arther with at a later date. I could see Arthur not wanting to believe Francis because Francis is the biggest truth stretcher in all of Europe. But when he intercepts a letter near the end of the war from America to Russia it kinda squashed any possibility that Francis was lying.

In that scenario, he spends the entry 1800s angrily glaring at Ivan and being even more agressive twords him in 1:1 social situations. But he can't really do or even say anything about it because America has made it very publicly clear they don't claim Arthur as their father. Arthur really has zero right to be a protective father. And Ivan knows it. He relishes in torturing Arthuer with the occasional comment that implies something. There is entire drama going on over the sea about them and America is completely unaware until years later.
