Some people want to just try something or unwind, or occasionally take the edge off a difficult and stressful life. But when the Reagan administration decided to target the minorities most associated with certain substances with an abstinence-only approach to drug use and framed it as a personal moral failing to NOT say no, it twisted the public perception of drug users. So when a person takes a moral stance of "harm reduction is switching to a more socially acceptable addiction" it totally misses the point and perpetuates that Reagan era delusion of substance abuse as an individual moral failing and not the failure of the system to support vulnerable populations
