There's something very powerful about his redemption arc. And I think a big part of it is that it's internally motivated. He doesn't change sides because he thinks he will get anything out of it, except maybe forgiveness and a clear conscience. He becomes Fire Lord, yes, but he clearly wasn't expecting that, and it wasn't his reason for turning against his father. From his perspective, Zuko is giving up everything he worked for all those years, just when he's finally achieved it, for a very risky chance to do the right thing.

If it was because he had feelings for Katara, that would diminish it a bit, imo. It would shift the focus away from his uncle's influence and the things that he saw in the Earth Kingdom and the horrifying revelation of what his father had planned, towards what he hopes to gain. At the same time, it would also shift their dynamic. Suddenly, it would be very easy for the narrative to frame her as his reward for doing the right thing and place way too much responsibility for his redemption on her shoulders.

I'm not saying there's anything wrong with fics or headcanons exploring other ways their relationship could have developed. One of the great things about fanworks is that we can have infinite variations on a particular ship or concept. I've even thought about that kind of scenario myself. Just a few days ago, I wrote a little oneshot where they were soulmates, and knew it from the first time they met, and that affected how they interacted.
