I can understand if you don't glorify/romanticize nazis, but why make one anyway?

Grimm isn't necessarily a real nazi (but he is the main antagonist). The story happens to take place at that point in time, and Grimm's involvement is a driving point because of his relations with the main characters. His motivation is control, and the nazi party is his ticket to it.
