What he's saying to his dying kid is genuine, even if he's in Tom Jones form.

Look at him. This is his SON. He has never done right by him and telling him to his face that he's his father, waiting until THAT moment, where Scout is dying, to tell him that he's actually been in his life this entire time (at the least, since he joined TF Industries) but never acted on it, never took the place of the father he should've been? That's a kick in the fucking knackers right there.

Spy's last gift to Scout was making his son happy in his final moments. He let his son be held by the father he wished he'd had instead of the father he'd ended up with.

You can see it in the comic, when he saw scout dying he went to tell him then backtracked and came back as Tom Jones. Yes, I do believe it's partly because he wanted Scout to be happy on his death bed, but I also think Spy just doesn't have the strength to tell him face to face.

He cares about Scout (and the team) way too much to admit it, he KNOWS Scout would never accept him as his father, and that must play in the fact that he can get himself to tell him.
