This sort of thing is called... unicorn pee. Please look it up of you're not a nail polish need like me, it's historical, the first instance of it was sheer and layerable, ideally over a dark blue, and these folks made an opaque version complete with the ink blue base. Unicorn pee pigment is very expensive and kind of rare. Every time a dupe comes out I try to get my hands on it
And if this isn't intense enough... a strong linear holo top coat over it. Unicorn pee with holo over it lmfao
