The thing is remus could have absolutely just told Tonks he didnt love her, and the discussions in HBP would be over. He could have just answered with a 'you're lovely but im not in love with you', cut her lose and let her go. It might have even been kinder. For them both. He doesnt do it. he cannot bring himself to do it. he cannot even lie about it. Instead he talks about how much Tonks deserves and the good whole person she should love without once denying that he so desperately wants that person to be him. He wants her to have only Good Things and he is Not A Good Thing. He loves her and he knows it, and she knows it (everyone knows it), and he cannot get the lie out that will cut them both free, doesnt really want to because then itd be properly over. So he presses all of his love into these silences and keeps them both suspended in this moment, letting Tonks know there's someone out there that loves her that much, but its being kept from her. That he will jump in front of curses, follow greyback, greedily grab hold of dangerous missions because of this love he cannot and will not deny and she can only watch as love for her destroys him.

Remus Lupin is a liar and this is the one lie he never tells.
