I think Curtis is the closest to freedom out of all of the frumentarii. Sure vulpes technically has more freedom but Curtis gets to experience the democracy of the NCR, he gets to eat their food and live their lives, sleep in a real bed and talk to people who care about freedom. About him. I like to think he struggles with himself after blowing up the monorail, these people have been welcoming, taught him their way way of life and hes killing them from the inside
Some NCR character headcanons (it's a bit of a long post.. oops)
(Hsu, Moore, Curtis) vv
Colonel James Hsu:
- Born and raised in San Francisco (not too familiar with rural life)
- Widower, only has daughters
- He is trilingual (English, Chinese (Mandarin), and Spanish)
- Bisexual, feels deep shame about it though nor does he let himself think about it too much
- Joined up with the army when he was 17-18 years old because he never really knew what he wanted to do, quickly found his place there
- Was as rowdy as any other enlisted until his first daughter was born, became quite reserved afterwards
- Not a beer guy, prefers scotch or whiskey
- Never really sweats, he's actually pretty cold most of the time
- Quit smoking in his late 20s, only to pick it back up again the closer he got to Moore
- Always tells himself he'll get a full hours of sleep and then finds himself up at 4am working
- Never yells or lays a hand on his troops. He tends to silence a room by walking in it instead
- Paces around to think
- Carries guilt when those under his command get hurt or killed. He doesn't blindly send people to die while sitting on his ass
- He'd never admit it, but he has heard the rumours that Oliver took his spot as general and can't help but feel sour and angry about it, maybe even betrayed
- Isn't very fond of gambling, drinking, or heading to the Gormorrah. He sees himself as too old for that stuff anyways. Though he likes playing poker with the other brass on the odd night – not necessarily looking to win but just to have some sort of connection with them.
- Warden Nathan of the NCRCF was really his only friend, especially out in the Mojave
- His go to order is a brahmin steak, but he doesn't allow himself luxuries in the Mojave
- Always felt uneasy around the Ultra Luxe. The Tops is the only casino he feels comfortable in, and even then he thinks they're sleezy
- Shaved his head one day on a whim sometime in his early 30s and his daughter cried because she didn't recognise him
- While well capable of fighting, he prefers disarming/subduing if possible
- Takes hygiene very seriously – shaves his face every day because he is not reliving the time he tried to grow a moustache again
- Gets called Jimmy a lot by Oliver and it gets under his skin
- Captain Curtis' office used to be Hsu's (and Hsu's current office used to be Oliver's) Once Oliver moved to the dam Hsu moved into his office and Curtis into Hsu's.
Colonel Cassandra Moore:
- 2x Divorcee, no kids (they'd get in the way of her career) (she's also infertile due to some radiation exposure from her ranger days.)
- Bisexual
- Grew up somewhere in rural California to a large family. Her mother committed suicide when she was young and her father never bothered to raise their kids
- Her grandfather, whom was a ranger, was where Moore got her passion from the military from. She waited for her 16th birthday to sign up and get away
- Her grandfather left her a ranger sequoia after his death. She carries it with everywhere, having never left her side since the day she got it
- Being a ranger was the best days of her life. Brilliant ranger, but awful Colonel
- After her last divorce, she bought a shitty, cheap apartment in the city. It's a top contender for r/malelivingspace. Half the lights don't work and she doesn't have a bedframe
- Moore doesn't see the need to decorate and take care of her apartment since she's rarely at home anyways. If it's up to her, she's on deployment 24/7
- Big smoker, especially after being forced out of the rangers. She loves a good cigar
- If any of her ex-husbands accidently ended up under her command, she'd station the most dangerous camps. Moore loves screwing people that *she thinks did her dirty over (*they did)
- Moore wants to protect her troops, they're not entirely cannon fodder to her. However, she doesn't particularly care about their wellbeing. In fact, she thinks they may be "too pampered"
- A large reason why she wants to protect her troops is because she thinks their deaths reflect badly on her, and therefore its a hit to her pride
- She also doesn't see any legionary as "worthy" of killing any of *her* troops. She doesn't even see them as human
- No preferences for alcohol, but whiskey tends to be her go-to. Vodka is a hard no, the smell reminds her of times she went overboard and it makes her ill
- Being stuck in her stuffy office makes her feel claustrophobic, and makes her nervous if she's there for too long. But she can't stand open spaces anymore since she feels so exposed
- Doesn't really see any of the work she does as Colonel as meaningful. It's just signing papers and ordering people around. Moore is too used to being boots on the ground to actually feel like what she does matters. Perhaps it makes her a little careless
- She's always delighted to climb one step higher on the ladder. Now that being a ranger isn't an option, her next goal is to become General
- She absolutely despises Oliver, mainly due to his "anti-rangers" mentality. Moore knows he's only General because he knows Kimball, she thinks it makes the NCR look pathetic
- It was a leg injury, specifically damage to her nerve, that forced her out of the rangers – caused by the Brotherhood.
- She has been prescribed low dose Med-X to cope with the constant pain, but she has a slight fear of needles (something she would absolutely NEVER admit to), and she's afraid she may become reliant on it, and so she avoids taking it whenever possible
- Instead, she ops for a cane, especially on her bad days
- Has had her hair short for as long as she can remember. In fact, she recalls one time she hacked away at her hair with rusty garden shears before her 9th birthday
Captain Ronald Curtis (Picus):
- Grew up within the Legion, has an unknown amount of brothers and sisters he never cared to know about
- Dating was never his strong suit, especially with girls his age. There was a few times he snuck off with a guy but he's too ashamed to acknowledge it
- Grateful that being a frumentarii and spending long periods of time away from the fort means there isn't so much pressure to marry, or produce children
- Joining up with the NCR was a big culture shock, and took him a few weeks to adjust. He was pretty unwilling to speak to his fellow enlisted for the first few months, but eventually forced himself into doing so
- Treated like an outsider at McCarran, though no NCR would actually admit why. He's always been "off" to them, whether it be staring too long or overstaying his welcome. That's not to say they're suspicious of him, they just think he's weird and exclude him from poker nights
- Has had weird dreams since being stationed at McCarran. He always forgets what they are when he wakes up
- Actually hates coffee, but everyone drinks it, and so he forces himself to finish a cup. He can tolerate the flavour now
- Got dragged to Gormorrah once, vowed to never go back. He thinks it's degenerate
- Vault 21 is his go-to vault. Ironically he thinks it's one of the safest hotels for legion-dealings despite being under the NCR embassy's nose
- Colonel Hsu really annoys him, he's too calm and caring. He wants to see him get violent
- Similar to coffee, Curtis doesn't drink alcohol either, but forces himself to if the situation calls for it
- The longer he spends with the NCR, the more conflicted he feels about the Legion. If given enough time, he may completely abandon the Legion completely. He knows this, hence his plans with the monorail. He's trying to commit to the Legion and not be able to turn back

I know this is just a technical/time limitation, but damn, it's so sad to see that when you kill Moore, the whole NCR becomes hostile (since she's tied to the final NCR mission). But when you kill Hsu, you don't get a reaction from others. Not even from the officers under him like Boyd or Dhatri or Gorobets, and not even from Moore or Crocker or Hanlon.
You can only get a reaction from Curtis, a goddamn Legion spy. He gets so mad. "I spent years gaining his trust, get the hell out of my sight!"
