Cass is sort of a “cause problems on purpose to everyone no matter what” kind of person.

Before being properly adopted into the bat family she stole the identity of Batgirl and ran around punching criminals with reckless abandon. Only later did she learn that’s not how superheroes are supposed to work.

Anyways, after learning that she decided to double down on it and become even more of a troublemaker and punch even more criminals with greater reckless abandon.

Pre-batfam, she didn’t know what a law was because she was raised in a sheltered environment robbed of the ability to learn speech and basic social functions to be the perfect killing machine. And spent most of her childhood and teen years uneducated on the streets.

Post-batfam, she doesn’t know what a law is because laws are cringe and I wanna punch bad people really really hard what’s a law sounds delicious can I eat it?

Also, just from a pure power scaling perspective: Jason relies on guns. Every member of the Batfamily can dodge bullets.

Pretty sure Red Hood is the weakest member of the Batfamily. And I don't mean that condescendingly. I mean that that's the point. Jason is the family shame, the outcast, the failure. His entire core as a character is supposed to be him struggling to keep up with the rest of them.

The argument that "Jason Todd is better than X" fundamentally disrespects the vision and themes that define the character.
