So you might be wondering, what does this bill even do?
House Bill 135 can impact the lives of thousands of unaccompanied homeless youth across Massachusetts by
Requiring the Executive Office of Health and Human Services to work with agencies to provide services to unaccompanied homeless youth, such as: emergency shelter, “kinship” home placements, short term housing, and “Transition to Independent Living” programs.
Defining “unaccompanied homeless youth” as a person 24 years or younger who is not in the physical custody of a parent of legal guardian.
Mandating the Executive Office of Health and Human Services to create contracts to provide services to unaccompanied homeless youth across Massachusetts.
Requiring the Executive Office of Health and Human Services to monitor contracted agencies providing said services to unaccompanied homeless youth to ensure quality.
Basically, this bill can only impact homeless youth, positively.

“I’m just homeless on the street. That’s all.” “How long have you been homeless?” “About a year and a half. I was off the streets for a few weeks recently. I met a girl, we started to see each other, and I moved in with her. Now she has go get a surgery done, and there’s a 50 percent chance she’s not going to make it out of the surgery. There’s something wrong with her heart. She’s going to the Mayo Clinic in Minnesota. She had some problems with her health insurance, and the doctors told her she would have to put a down payment to have the procedure. She found out she needed to pony up ten grand. She went to her family, but they weren’t in a position to help her. Then she went to a colleague at work. He said, ‘I’ll give you the money, but I’m tired of living in a hotel. Can I take your apartment for a couple of weeks?’ ‘I’d love to do that, but I have my boyfriend living there,’ she told him. ‘Why doesn’t he go somewhere else to stay for a couple of weeks?’ ‘He doesn’t have anywhere to stay; he’s homeless.’ ‘Well, that’s my offer. And why would you even live with someone like that?’ So she had to ask me to move out, and that’s put a big rift between us.” “When did all this happen?” “It just happened. She’s going for her surgery next Monday. I’ve been texting her. I can’t see her making up a huge story like this. I don’t think she’s lying. And I’m worried about her. A lot of things to think about. I’d love to be there with her, but I don’t have the money to fly there. I can only imagine what it’s like to be in her position. Not only does she have her heart to worry about, she now also feels bad about throwing me out on the street. I don’t envy being in her shoes.”
