Envy is why nothing is ever, ever enough for Vox. It's the reason, in Alastor's words, "he's broken from the start" because he is insecure and unhappy with himself so turns that outwards and tries to take things from other people that he thinks will make him happy. His meteoric climb in life was fueled by this envy led ambition where as soon as he had something it wasn't enough because there was always someone above him, another level for him to not be on and instead to be jealous of. All the people he kills and replaces, are above him in his imagined hierarchy.

The people he kills but never seems to take their place comes from a place of being envious of the attention they're getting but seeing them as his inferiors. We can see this best with how he treats Angel Dust.

I think it's very clear that Vox hates Angel Dust because he's jealous of the attention Angel Dust gets from Valentino. (Something that shows just how much Vox re-imagines the world to fit his reality because Angel Dust's relationship with Valentino is not even on the same planet as Vox's relationship with Val). So, Vox hurts Angel Dust and is gleeful while doing so. He thinks Angel Dust is someone below him, so rather than trying to imitate and recreate parts of Angel Dust, he just hurts him.
