How Effie can be 19 during the events of sotr
There's no canon information about how long University lasts. Yes, in the US today it's normally 4 years, but around the world it's often 3 or 2. We don't know how Panem Uni works. I hc it's 3yrs.
With this in mind, let's see how young Effie can be during sotr:
IF EFFIE GRADUATED NORMALLY
Academy end - 17.5 (47ADD)
Fresher start - 17->18 (47ADD)
Fresher end - 18.5 (48ADD)
Middle start - 18 ->19 (48ADD)
Middle end - 19.5 (49ADD)
Senior start - 19.5 ->20 (49ADD)
Senior grad -20.5 (50ADD)
Here she's born in 29ADD, late in the year.
But Effie was known for excelling, it's not too far fetched to think she may have been a year ahead. Maybe she started the academy early, or even graduated early. It's possible. If so, her years could look like this:

Academy end - 16.5 (47ADD)
Fresher start - 16->17 (47ADD)
Fresher end - 17.5 (48ADD)
Middle start - 17 ->18 (48ADD)
Middle end - 18.5 (49ADD)

Senior grad -19.5 (50ADD)
Here she's born in 30ADD, late in the year.
The latter is my personal hc. Either way the point is that we don't know how old she actually is, cus we've not gotten enough canon information about it. All we know is
she knows everyone at the uni board
she used to be the social planner
she's older than prosie
there are seniors at the university
We don't know anything else, canonically. Technically she could still be in school, just not the social planner. So to all the haters, fuck offđŤś
