This is a masterclass in using the US Government's policies for potential change. He is filibustering against the current government's actions. This is what a filibuster is supposed to be here for. Between back-and-forth questions with other senators and reading letters from Republican districts, people who won't go see their constituents.
If he reaches the 24-hour mark, he will pass the historical marker of the longest filibuster, which was set in the 60s by Strom Thurmond, who was attempting to stop the Civil Rights Act.
