When The Magiscourt of Thulfund was created, it was the first mage lead nation since the Fesidure empire and the independent towered mages Hundreds of years ago. It attracted many defectors from other states that were either explicitly anti-magic or had a culture opposed to magery.
In order to continue to stay in power a class system was put into law, forever locking various families into their assigned status. An individuals magical aptitude might afford them some way to mobilize upward in the hierarchy and maybe even opportunities to marry into a higher class. However, outside of these few exceptions the system is extremely rigid and adherence to it is aggressively enforced. At the tippy-top of the hierarchy is the Mage King and their advising Archmages.
In the story of On the Theory of Magic they are currently embroiled in an ongoing imperial war against the Nation of Edelspur called the Third Annex. Implementing the Magiscourt in the lands conquered in each conflict.
