Because if you don't, then all the money is going in the pocket of the personal recruited on the salary basis. Be it parking ticket, challan or public parks etc. We often skip taking it because we don't want to waste our time on such trival thing. But remember it will all come back to you someday. Never ever feel pity for the person collecting money. This can be the first step you can take against corruption.
