protecting and promoting the native language of a state isn't xenophobia. it's literally how regional languages survive. otherwise every language with less economic power eventually gets pushed aside by the one with the biggest demographic advantage.
now, if someone gets assaulted for not speaking marathi, that's a crime. obviously. prosecute them.
