leaf joined team rocket to try to become stronger to catch up with red and blue after falling behind in their journey
being there makes her feel important, and so she ends up staying much longer than she’d originally intended
because it’s the combined effort of red, blue and leaf that originally makes giovanni disband team rocket ( at least the way i’ve done it ), and in this verse a part of that trio joins him instead, team rocket continues long after red becomes champion
leaf starts off as a grunt just like everyone else, but she quickly gains a reputation as a favorite because of her battling ability
she climbs through the ranks quickly, though at a rate that keeps her slightly discontent because they don’t want her to believe that she’s that strong because she might leave
in my mind, team rocket is like the mafia or the yakuza in that, once you’re in past a certain point, it’s very difficult to get out. so once leaf rises beyond the typical grunt it takes over a large portion of her life
leaf still cares very much for pokemon, and typically refuses to harm pokemon outside of the usual battles
because of that, her jobs usually deal with people instead of pokemon
team rocket, a lot like the yakuza in japan, will collect protection money from local businesses
one of leaf’s main jobs is to be the one to collect the money. when businesses refuse there will usually end up being a pokemon battle, and so they send leaf to ensure she’ll win and be able to intimidate the money from them with her pokemon
she’s also usually present for negotiations for the same reason
since team rocket never disbanded, they spread to different regions, which means leaf also gets to travel quite a bit once she’s an admin ( for visiting other branches, scouting for expansion, and collecting money from kanto based businesses )
the travelling is what she loves the most, especially when she gets to do it alone
