Many local authorities: schools should not open or else it will overwhelm our already very full hospitals; schools here are required to stay online-only for as long as possible.
TEA/TX Government: well, within reason........ You get 8 weeks max. Then you gotta allow people back on campus!
Local authorities: fine then, schools must stay online only for the first 8 weeks and then we'll re-evaluate the situation to see if we need to stay online only.

TX Government: within reason! You're infringing on the rights of individual districts and private schools to open if they want to! So you get your 8 weeks and after that, YOU HAVE TO OPEN. You are NOT ALLOWED to PREEMPTIVELY close schools! They must open and you can only re-close them if there is an outbreak at that school! And if you don't obey, you won't get your funding.
