Who’s no longer even a person anymore, unfit to ever deserve or need anyone’s understanding, because all he’s ‘good’ for is spreading them misery. :’) So it’s better for even Tareo’s sake that Garou vows to keep his distance. Meaning: Garou has not dehumanized others, he’s internalized (and made to think this way especially after all his trauma) dehumanizing himself.
