That would completely depend on the situation! When she goes out on her very first expedition, she's scared shitless but still fights, because she's been trained to deal with titans and is confident in her ability to be able to take them down. The same would go for people as well, if she's ever attacked by a person, her fear response would also be fight.

However, when she hears about the fall of Shiganshina, she is so overcome by pure terror at the situation that she freezes and dissociates. She doesn't remember anything when it comes to Shiganshina, but she's told she helped a lot with evacuation.
