The Stewards, having received a report from the Race Director, have considered the following matter and determine the following:
Decision: No further action.
Reason: The Stewards reviewed positioning/marshalling system data, video, team radio and in-car video evidence.
The Stewards concluded that the collision with Car 55 was caused by the unexpected change of direction of Car 55. Car 55 allowed other cars to pass following its prior collision with Car 27, which caused damage to Car 55. Car 55 then attempted to move to the right off the racing line and was collided with by Car 43.

The Stewards, having received a report from the Race Director, have considered the following matter and determine the following:
Decision: 5 second time penalty.
Reason: Cars 44, 63, 43, 10, and 81 exceeded the pit lane speed limit which is set at 60 km/h for this event by 0.1 km/h. It is noted that this is the standard penalty according to the F1 Regulations and penalty guideline scale, for exceeding the pit lane speed limit by less than 6 km/h.

Reason: The Stewards heard from the driver of Car 11 (Sergio Perez), team representative and reviewed positioning/marshalling system data, video and in-car video evidence.
Video evidence showed clearly that the front right wheel of Car 11 was outside the starting box. The standard penalty is applied.

Fact: During the suspension of the Race, mechanics of the Oracle Red Bull Racing Team were working on car number 6 during the race suspension other than as permitted under the regulations.
Infringement: Alleged breach of Article B5.14.4.a of the FIA F1 Regulations.
Decision: No further action.
Reason: The Stewards heard from the team representatives and the FIA Technical Delegate, and reviewed photo evidence.
The team were reported as attempting to change spark plugs/coils but did not proceed with the change and the car started in the same condition as it arrived in the pits, therefore no further action is taken.

Reason: Alleged breach of Article 12.2.1.i of the International Sporting Code - non-compliance with Race Director’s Event Note (item 13.6, document 48) – Practice start infringement.
During the suspension of the Race, mechanics of the Oracle Red Bull Racing Team were working on car number 6, performing operations not permitted by Article B5.14.4.a. at 16:55.
When queried about their works, they stopped working and reverted the car to its previous state without replacing any part.
I am referring this matter to the Stewards for their consideration.

Fact: Car 11 was out of position at the start of the race, taking the vacant position left by Car 5 which started in the pit lane.
Infringement: Breach of Article B5.11.1 of the FIA F1 Regulations.
The Stewards, having received a report from the Race Director, have considered the following matter and determine the following:
Decision: Drive through penalty.
Reason: The Stewards reviewed positioning/marshalling system data, video and in-car video evidence.
Car 11 started from position 16 instead of position 18. In Monaco, two places on the grid is a very significant advantage.
Therefore the penalty needs to reflect this, when compared to other false start incidents including being in the wrong position at other tracks where the advantage may not have been as significant.
In accordance with Article B1.5.11 of the FIA F1 Regulations, having received a forecast from the Official Weather Service predicting that the probability of precipitation will be greater than 40% at some time during the Race at this Competition, a Rain Hazard is declared.

Competitor: Visa Cash App Racing Bulls F1 Team

Fact: The CDS did not function when the car stopped on the track.
Infringement: Breach of Article C9.3 of the FIA F1 Regulations.
Decision: The competitor (Visa Cash App Racing Bulls F1 Team) is fined €30,000, €20,000 of which is suspended for a period of 12 months subject to no further breach of this regulation by the Competitor, for either of its cars.
Reason: The Stewards heard from the driver of Car 30 (Liam Lawson), team representatives, the FIA Technical Delegate and FIA Electronics Engineer and reviewed telemetry and in-car video evidence.
The team’s engineer explained how the CDS system worked. It was noted that the system on this car performs two roles – the one for which is it primarily intended, namely to release the clutch when the car is stopped and the engine is not working, and the other relates to the anti-stall system. In this case, a ruptured joint caused a hydraulic leak, which caused the car to stop. The CDS, when activated by the marshal, then failed to release the clutch and hence the car could not be moved.
This is a serious matter. It resulted in the session being red-flagged. Had the system worked as intended by the regulations, the incident could have been dealt with swiftly via deployment of the Virtual Safety Car.
The Stewards note the concern of the FIA Technical Delegate, over the dual purpose of the CDS on this car. The Technical Delegate advised that the team had, in 2025, been warned about the CDS system design for its cars.
The Driver noted that there were two issues of concern that he wished to draw to the attention of the Stewards, namely that contrary to his instructions and common practice, the marshals attempted to push the car when it was stationary, and that the marshal who attempted to activate the CDS was trying to press a button on the on-board camera rather than the CDS button. This indicates to the Stewards that further
training in this area is required, notwithstanding the fact that the FIA distributes a very clear document addressing this action. (ref “FIA Single Seater Recovery Specifications”). We note that it is obvious that the distribution of such a document, although well detailed, probably needs supplementing with some form of practical training by the organisers.

Fact: Collision between cars 30 and 10 in Turn 17.
Infringement: Alleged breach of Appendix L, Chapter IV, Article 2 d) of the FIA International Sporting Code.
The Stewards, having received a report from the Race Director, summoned (documents 81 & 82) and heard from the drivers and team representatives, have considered the following matter and determine the following:
Decision: No further action.
Reason: The Stewards heard from the driver of Car 30 (Liam Lawson), the driver of Car 10 (Pierre Gasly), team representatives and reviewed positioning/marshalling system data, video, telemetry, team radio and in-car video evidence.
Car 10 (Pierre Gasly), was attempting an outside pass of Car 30 (Liam Lawson) at the entry to Turn 17. Car 10 was clearly ahead prior to the apex and had established its rights under the Driving Standards Guidelines. A significant collision occurred and Car 10 was pushed into the barriers, with the car flipping and ending up wedged in the TechPro.
The driver of Car 30 explained that just before the collision, he had a technical issue as his gearbox failed under braking. The Stewards reviewed the in-car data and telemetry and confirmed that there was clearly a gearbox failure just before the incident in question. The radio communications were also consistent with the fact that there was a gearbox failure.
We therefore accept the driver’s explanation that this was a failure of a mechanical part in the car and that there was nothing that he could do to avoid the collision.
We also considered whether the driver of Car 30 had the ability to anticipate the failure of the gearbox and decided that it would not have been possible for him to do so.
Under the circumstances, the stewards determine that a mechanical failure, not driver error, was the cause of the collision and therefore the driver of Car 30, was not at fault for the collision. We therefore took no further action.

Fact: Crossed the white line at pit exit.
Infringement: Breach of Appendix L, Chapter IV Article 6 c) of the International Sporting Code.
The Stewards, having received a report from the Race Director, summoned (document 83) and heard from the driver and team representative, have considered the following matter and determine the following:
Decision: 5 second time penalty imposed after the Race.
(5 seconds added to elapsed Race time).
Reason: The Stewards heard from the driver of Car 3 (Max Verstappen), team representative and reviewed, video and in-car video evidence.
When the incident occurred there was limited video evidence to make a clear decision on whether an infringement had occurred. We therefore decided to investigate the incident after the race, to see if we could get better video evidence of the incident in the meantime, perhaps from other angles. We were able to do so. The new angles did show more views of the pit exit line and the incident in question. The driver of Car 3 explained that he was driving out of the pit exit and rejoined the race under full course yellow.
The Stewards determined that the outside of the front left-hand tyre did cross the outside of the solid white pit exit line in violation of Appendix L, Chapter IV Article 6 c) of the International Sporting Code. Given the nature of the infraction the Stewards elected to impose a penalty of 5 seconds.
