now let’s look at Doctor Doom’s version of that!

damn. these two green-clad, super-intelligent, ‘do-whatever-the-fuck-i-want’ villains should team up.

The first time was in Acts of Vengeance, a major Marvel crossover event in the early 90s, where Loki gathered a group of the most notorious super-villains in marvel to do his dirty work by getting rid of the Avengers, FF, etc. Of course, Doom and the other super-villains didn’t know it was Loki until the very end, but it still counts.

A more recent team-up was during Dark Reign where the two of them were members of the Cabal, which were a few select super-villains running the world in secret with Norman Osborn as their public face.

Near the end of Dark Reign and leading up to Siege, Loki convinces Balder and all of Asgard to move to Latveria for a time and Doom and Loki had vivisection parties with kidnapped Asgardians:

During a majority of the Dark Reign, Loki was Lady Loki

He only was male near the end of it all and that is when you get a majority of the more well-known Doom and Loki interaction (such as the vivisection scene shown earlier)

The pairing that is Doom/Loki, while not well-known, does exist and you can blame a lot of it on Doom and Loki’s team up in the events leading up to Siege because their chemistry and banter is fantastic.
