It's referencing Martin Preston! Abridged version, He was a famous actor who crashed his car and made a deal with Mephisto blah blah cut off his hands and replaced them with demons he went by Master Pandemonium fought the West Coast Avengers but some of you might know him from when he was sent to retrieve Billy and Tommy back when they were Wanda Maximoff's soul fragment magic kids they're also the baby hands in question!...kinda
the hands aren't actually Billy and Tommy...well...it's complicated, the whole situation is very comic all you need to know for this post is hands are babies.
But now he's living in Wanda and Visions old house in Jersey being taken care of by Tommy cus he has dementia.
Maybe I’ve missed something, but it seems odd there’s no explicit connection drawn between the whole baby hands thing and the puppet maximoffs/django’s craft. I feel like the baby hands was always meant to evoke hand puppets more than anything else as like, a twist on this entertainment for kids, but it just gets treated as completely random.
The fact that Wanda’s dad/their grandfather was a puppet maker, albeit of marionettes who seemed able to do some small soul magic there is just a wild coincidence
You are missing something, and that's Master Pandemonium's entire backstory. You know, the character those baby hands are attached to?
I actually have a whole post dedicated to explaining this, since I know a lot of people don't read older comics, and this moment is often referenced without proper context-- especially in Young Avengers comics and by Young Avengers fans. I also find that a lot of Young Avengers fans don't seem to care about Wanda and, therefore, don't have a very good grasp on what really happened to her, or her babies, in the original storyline, so I have a more in-depth explanation of that here.
To make a long story short, Pandemonium used to be an actor named Martin Preston, who got into a car accident and lost one of his arms. Mephisto offered him a deal to replace his arm, but instead of just healing Preston, he grafted demons to his limbs. This apparently gave Preston the ability to use his own body as a portal to summon demons-- they sort of emerge from his flesh. So, no, it's not random-- having weird little creatures attached to his arms and, like, summoning and absorbing demons into his body was this guy's whole gimmick, well before his encounter with Wanda. If that evokes puppets, or reminds you in some way of Django, I promise it's a total coincidence-- and honestly, it seems a pretty big stretch to me.
Pandemonium's goal during this arc is to collect what he believes are fragments of his own soul. In truth, these are actually portions of Mephisto's power, which was dispersed during a previous encounter with the Fantastic Four-- Mephisto had merely deceived Pandemonium into collecting them on his behalf. In Avengers West Coast #51, Pandemonium abducts the twins and briefly absorbs them into his body while claiming that they are fragments of his own soul, but the reader knows that this is merely Mephisto's deception at work.
Mephisto subsequently reclaims these fragments from Pandemonium, only to lose them when his essence is dispersed all over again. In spite of this, the image of Pandemonium with baby arms continues to periodically resurface, giving the impression that this is some sort of permanent condition, or that Wanda's original children are still attached to him. Neither of those things is true, and these misconceptions further muddle a story which is often distorted or misinterpreted-- to Wanda's detriment, and the twins' as well.

Essential Avengers: Avengers West Coast #52: FRAGMENTS of a GREATER DARKNESS

Master Pandemonium reveals the untold secrets of his origin and -- the shocking truth about the Scarlet Witch's children!
Buddy, neither of those secrets will make you look less ridiculous with the lopsided, partially filled in pentagram hole in your tum tum or your ridiculous baby hands.
And I think John Byrne realized that the baby hands didn't quite have the impact he was hoping for because he makes them more grotesque imps on the cover but still look like babies attached to this man's hands in the inside art.
Mistakes have been made but stubbornly we preserve even when we shouldn't.
Speaking of mistakes: a little note to myself. I really should have done this issue to finish up the baby hands saga, then done Atlantis Attacks, then Avengers 311, then Avengers West Coast 53, then Avengers 312.
Sorry. Byrne writing both books means they're vaguely more interconnected than ever and then you have back to back company-wide events. I got mixed up.
And yeah, Wanda goes right from all of this baby hands stuff to being kidnapped and engaged to a snake elder god and then right into Acts of Vengeance. She's having a really bad life.
So last times in Avengers West Coast: Vision disassembled by the government. Put back together but loses his emotions. Wanda tricked by Texas college and pumped full of evil ooze that makes her racist. Later, she brings the robot Human Torch back to life in a fit of pique. Demons attack the Avengers West Coast Compound and while she's fighting Master Pandemonium, her babies get kidnapped. Her teammates don't seem to care but eventually agree to go with her to rescue them. When the Avengers track down Master Pandemonium, they see that he's jammed Wanda's babies onto his arms to be his hands.
The last time summary basically reads as 'shit keeps happening to specifically Wanda.'
This is supposed to be horrific. The previous page describes it as "a heart-wrenching tale of ultimate tragedy" but I am incapable of taking this seriously.
This man -- who was already kind of ridiculous as a character -- jammed babies onto his elbows and declared it makes him unbeatable.
This is his master plan. He is so proud of his accomplishment.
... Is he just going to use tiny baby hands for all manual dexterity tasks from now on? Is he going to pick up a sandwich with their tiny hands and bring it up to his mouth to eat? Is he going to hold a toothbrush with a baby hand and then brush his teeth? Actually, all hygiene tasks are going to be awkward and horrible like this.
THIS IS WORSE IN EVERY WAY THAN JUST HAVING NORMAL HANDS.
