It makes sense that Anakin proposed to Padmé because he was the one who had the premonition of them getting married in TPM. Also, the war had begun and both wanted to cement their relationship with commitment—a sincere, tangible, lifelong promise to each other—and were probably quickly on the same page regarding marriage, knowing that one would be on the frontlines risking their life.
