whether someone feels guilty about something is at best a weak and indirect indicator of whether someone will actually do that thing again or rectify what they did--and a weak indicator that you can't even observe directly, privileging performance of penitence, whether on some level geuine or wholly manufactured, over actual material restitution and changes in behaviour
guilt as a motivating factor often simply drives people to inaction--to refuse to engage with or accurately reflect upon the things they are guilty about--or to self-centred autoflagellation and self-abnegation which does absolutely nothing to help anybody actually affected by their actions. any moral system which privileges a weepy veteran sad because he shot an iraqi kid but not in any way willing to engage with anti-imperialism or criticism of the US army over someone who doesn't feel bad about what they've done but has made intellectual and practical commitments to rectifying the damage and avoiding future damage is a moral system not fit for purpose

I think strategic bombing (of the enemy, that is) is less prone to being seen as a war crime because it is removed from the consequences: murdering civilians and bayonet-point, though hardly distinguishable in its consequence, implies the murderer is both inured to the violence they are inflicting and possibly rejoicing in it, when we can imagine at least that the crew of a bomber takes no delight in their grim duty, and also does not have to confront the consequences. It’s sterile, in other words: and this is why firsthand accounts of the aftermath, like John Hershey’s “Hiroshima” and Kurt Vonnegut’s Slaughterhouse-Five are so important. They disabuse us of the notion that the suffering is abstract, that the victims were all complicit in the machinery of war, and that death came in a single explosive instant. And that mindset of collective punishment–that no matter how indirectly they participated in the war themselves, anybody contributing to the economic life of the country was complicit in promoting the war–is much harder to defend when you have to confront the figure of the old, the children, the resisters, the refugees, the prisoners, and the humanitarians who were also killed and mutilated by that astounding act of violence.
And, by the way, that doctrine of collective punishment is part of the logic of fascism! “You cannot separate yourself from the People, and therefore where the People go you must follow, lest you be a traitor or devoured by an enemy who will not overlook your identity” is how fascism casts war in the first place! World War 2 was driven, on the Axis side, by leaders who cast their wars of conquest as national wars for national benefit, who wanted to create an atomic, monolithic identity that annihilated any possibility of individual destiny or moral responsibility. If you didn’t go along with Hitler, you were betraying the German people–it’s nauseating to see that same logic recapitulated as a defense for killing civilians from the other side as well. Like, jesus, are you really just fucked if you’re a German civilian who despises Hitler in 1944? Are your choices death by the Volksgericht or death by an Allied bomb? Is that really the set of options you want to offer people? This is why I think nationalism is nearly akin to a kind of brain worms; it leads people to look at one of the bloodiest and most horrific conflicts of human history only through the lens of the exact same logic that kicked it off in the first place.
