Fallout loves to do the whole “they were once human but nothing is left” and then have the supposedly mindless monsters run small businesses.

Like, the games sort of always had this problem with super mutants where they were definitely sentient but often treated as gun fodder, but it’s honestly more obvious with the mole miners in Fallout 76. They’re not even depicted as violent like the super mutants and I don’t think there’s any lore about them actually even fighting other wastelanders. They’re literally just poor disabled miners that shoot at people who walk into their houses.
