"Garak would sell you out for a corn chip" is such a fundamental misunderstanding of Garak's character.
Now Garak would indeed sell you out, and he would indeed ask for a corn chip in return. But he would sell you out because you did something that, according to his own personal standards, meant you deserved it. And he would ask for a corn chip in return because 1) if he didn't ask for anything at all it would be vastly more suspicious, 2) asking for a corn chip is deeply confusing and vaguely unsettling to the other party involved, things he absolutely loves, 3) if you did something to deserve being sold out in his mind, you did something to deserve the additional emotional gut punch of being told you were sold out for a corn chip.
