I am utterly convinced no one outside the hero community (and maybe some of the more common/observant Rogues) realized Jason's and Tim's Robins were different people
Think about it, Jason is 15.5 when he died, and short for his age due to childhood malnutrition. Tim is 13 (only 2-3 years younger!), and has had really good nutrition his whole life. It's not improbable that they're similar in height, and people would just assume they're the same person
And with the only person willing to blab about Robin 2's death being the Joker (who I'm pretty sure doesn't even show up in Gotham until after Tim's made his debut), after Robin seemingly showed up alive and well again, most people probably assumed he was seriously injured and couldn't patrol until he healed up (which would explain Batman going off the rails the same as if Robin was dead)
I'm picturing someone calling Damian's Robin the 4th Robin, and Damian’s halfway through his rant defending Stephanie's Robin before they all realize, no, they didn't forget Stephanie, they just didn't know the 2nd Robin died
The defining moment of Jason’s life, something so enormous to not only him but Bruce, Dick, Alfred, Barbara, even Tim and the others affected by his legacy, and other people have no idea it even happened
