Personally I just thought it went like this: Originally the Doctor avoided the Lakertya system, went to Zastros 8, then went to Caliban then lived the events of Spiral Scratch and regenerated. However, the Valeyard clearly doesn’t care about continuity and the Web of Time (hence everything he does) and so makes a plan to infect the TARDIS right before the Sixth Doctor became the Seventh - sending Sixie to Zastros 9 instead. In stopping the Valeyard, the Sixth Doctor steers the TARDIS towards Lakertya after all.

Essentially, my Sixth Doctor timeline looks like this:

I love that the Sixth Doctor is just calling the Rani "Ushas" at this point. The fact that the Seventh Doctor never did probably comes down to the fact that Colin's Doctor knows juuuust how to irritate his villains.
