I was going to leave this as a reply but it was getting too long, so:

In keeping with the whole "changeling identities are secret even from each other" idea, when asked for her identification Nomura would state that she's an Officer G4, Americas, Command post 263.

Another changeling wishing to verify who she is/what she says she's there for would contact the Americas Regional Base, who would in turn yay or nay Nomura's existence (including face verification) and her stated purpose. But that's all the requestor gets.

But if you want feedback, here we go:

I think Europe and Africa should be separate. It's not the same continent and I don't see South America or Oceania either (or Antarctic).  (Same for the DSO)
