Most found it odd how long the Anderson family waited between children. But none lived in the home to know how much of a handful Margaret had been. So much so, they never intended to have another; Chloe was an accident. Though her mother claims it a miracle.
Margaret, though difficult, was a happy child. Until she hit puberty, her issues grew. Aggression, paranoia, even seeing and hearing things that weren't there. And when she was thirteen, she was officially diagnosed with schizophrenia.
Throughout her youth, Chloe felt resentment towards her older sister. Never able to understand why she behaved the way she did, why she got more attention. But in 1930, after Margaret was sent to a live-in hospital, a then eleven-year-old Chloe began to crave the chaos her sister used to ensue. More so, she simply missed her sister.
So as the years went on, she craved knowledge. In all aspects, but especially in psychology. To understand her sister. To help her.
In 1935, their parents had grown desperate. Henry especially so. They were well off, incredibly so. But even for them, housing someone at the hospital was draining. With Margaret not making any progress, they felt drawn to a newer treatment, Insulin Coma Therapy. So they consented for their eldest daughter to undergo the experimental treatment, putting her into what was meant to be a temporary coma, from which she would never wake.
Margaret had passed away at only twenty-one years old. And from then on, Chloe was adamant, no matter what her parents, society, or anyone else said, she was going to go to college to study psychology.
After graduating from high school in 1937, she moved into an apartment in Greenwich Village while studying psychology at New York University.
During the fall of her second year in New York, while out dancing at a nightclub with her friends, she meets James Buchanan Barnes, a Brooklyn native with an insatiable urge to flirt with the prettiest girl he sees, and on that night, it just so happened to be Chloe Anderson. But unlike his usual nights, after just one dance and a few tongue-in-cheek remarks from Chloe, he was hooked. Hooked in a way he hadn't been since he was a school boy with a crush.
After that night, almost always, where you found Chloe Anderson, you also found James Barnes. And it remained as so for years.
They saw the way people looked at them. Chloe saw the same from the moment she expressed a passion for anything other than becoming a wife, a mother. It never bothered her, at least not before, not when it was only directed at her. But she hears the whispers, the way people talk, that James was a handsome man, could find a wife anywhere he went. So why does he bother with a woman who prioritizes her schooling over being wed?
She did her best to ignore the stares, the whispers when they'd pass, she really did, but they got to her no matter how she tried. No matter how many times James assured her that he loved and admired her for her passion and brain, not just as a woman to make his wife. He would tell her time and time again that he would wait a lifetime for her.
But even then, for two people so in love, it wasn't enough. In the summer of 1941, after Chloe had graduated with her Bachelor's Degree, they realized there had been a miscommunication. Chloe thought James knew that after she finished that she would return to school for her Master's and maybe even her Phd, while he had most definitely not known that. He thought they would be getting engaged after the four years she had just completed; he even had a ring (though Chloe wouldn't know that for years to come). They decide it's for the best to separate as they now realize they have different visions for their futures.
While the decision was mutual, it was still devastating, so Chloe fully threw herself into her schooling, and was shortly there after, scouted by Doctor Abraham Erskine to help with the psychological study of Project Rebirth as an intern in the summer of 1942 and over the next year she worked her way up to the point that she was studying the psychological effects right alongside Dr. Erskine.
In the spring of 1943, Chloe graduated at the top of her class with her Master's degree. Around a month later, she was working alongside Dr. Erskine doing psych exams on enlistees, but he deemed she wasn't needed that night, and she left early to go see the Stark Expo. It was there where she ran into James for the first time since they had gone their separate ways, but there he was, across the crowd, watching her with that same look he used to have, with his arm over the shoulder of another woman.
She knew she had no right to be hurt, and truthfully, she wasn't. Just unsettled. So, she went with the first idea she had, turned quickly on her heel, and began to speed walk out of the crowd and towards the street to hail a cab. Unfortunately, or fortunately, depending on how you see it, James was quick, quicker than she was, and had caught her by the arm a few feet away from the road. It was then, when she turned around, that such a sense of dread washed over her. Seeing him closer, she realized he was fully in uniform. And when he told her he shipped out the next day, it felt as though the ground had fallen from beneath her feet. So she said the first, and somewhat idiotic thought that came to her, "good luck", and once again spun on her heel, hailed a cab, and sped away, leaving James standing there, equally full of dread.
Later that evening, when Chloe had already shed her daywear for her nightgown, she received a hasty knock on her door. When she opens it to find a shaky and panicked James, she quickly ushers him in. That night was spent with quiet confessions. Confessions of fear, of hopes, and dreams. And when dawn broke, they separated with a tearful goodbye and a promise. That James Barnes would return home to Chloe Anderson.
Shortly after that, Chloe travelled to Camp Lehigh, a United States Army base in New Jersey, which was being used as a training facility for candidates of Project Rebirth, to assist in the training process. It is there she learns Steve is a candidate and expresses to Dr. Erskine that she knows him to be a good person, and is a strong candidate for the serum.
She is there, by Steve's side, when he gets the serum. She holds Dr. Erskine's hand as he bleeds out on the floor of the lab. And after Colonel Phillips rejects Steve's pleas to help on the frontlines, Chloe volunteers to join Steve on his Captain America tour to monitor the effects the serum may have on his brain, though secretly. it was mostly as a friend.
After months of travelling from city to city, they arrive in Italy. Where they learn of the capture of almost all of the 107th, and the assumed death of one Sergeant James Buchanan Barnes. Unlike Steve, who is quick into action, not believing it until he sees it for himself, Chloe finds herself on autopilot. Just trying to find people to help, so she doesn't have to face her reality. Luckily for her, there is no shortage of people in need of a physiatrist on a military base.
After nearly a week of restlessness and constantly hearing people discuss the likely death of both Steve and the rest of the captured men, Chloe was nearing her breaking point.
Whilst helping calm a young soldier, no older than eighteen, lots of commotion breaks out outside the tent they're in. After a few minutes, the boy had calmed, but the noise outside had not. And just moments after the soldier had exited from one end of the tent, the other end opened. When she turned to find James, albeit frailer and sadder, but still her James before her, she couldn't help herself from practically launching herself into his arms, and from the impact when they met, it was clear he felt the same.

After a couple of blissful weeks in London together, James (and the rest of the Howling Commandos) had to return to the fight. So, Chloe remained in London working as a Psychological Operations Specialist and helping the US Military with their use of Psychological Warfare. While it wasn't what she dreamed of doing after all her years of schooling, at this point, all she wanted was to help people make it home to their families.
That's how life stayed for some time, nearly a year and a half, where Chloe spent day after day studying how to crack someone's mind and pull them apart from the inside out. Nearly a year and a half, where the only place she managed to find joy was the occasional letter she would receive from James when he could find a moment to send one.
But even then, the letters found a way to be worrisome. When she wouldn't receive one for weeks at a time, sometimes a month, anxiety would claw up her throat till she couldn't breathe, until a letter would arrive and she'd make herself feel silly for worrying.
In February of 1945, she found herself in that predicament again, worrying herself to sickness over a lack of letters. Only this time, she doesn't find relief in the arrival of one, filled with sweet words and silly remarks from James. Instead, she gets Steve Rogers knocking at her door with a look that sends her crumbling to the floor in seconds.
James was dead.

After the death of both the love of her life and her closest friend (as Steve took it upon himself to steer a plane into the ocean), Chloe didn't find herself in a very celebratory mood. Even after receiving word that she could return home, that the war in Europe was over.
She found herself running on autopilot, waking up, getting ready, going to work, coming home, and going to sleep. Day after day, week after week. She would have happily continued that way for the rest of her life, but unfortunately for her, HYDRA had other plans for her.
They had been watching her for years, having first spotted her at the lab where Steve got the serum. When they noticed more and more of their soldiers cracking not from the weight of a man's boot, but from the words off a script written by a woman, they knew they needed her for what they had planned.
So on yet another repeated day, her cycle was broken when a bag was thrown over her head and she was tossed into the back of a van. She found it all very cartoonish until a syringe in her neck knocked her unconscious.
When Chloe woke, she found herself starting her new daily cycle. Wake up on the floor of a mostly empty cell (filled by only a single dingy sheet and a metal bucket), be asked to join them and help mindwash innocent people, say no, get tortured, get thrown back on her lovely concrete floor, rinse and repeat.
After weeks of that, she overheard a small portion of two guards conversation about what they planned to do with her. That they had had ample success on the subject of the Winter Soldier project, and that they planned to do the same to her. To use her as a spy, a seductress, an assassin.
Chloe, rather facing death than the fate they planned for her, attempts to kill herself by hanging herself in her cell. While technically, she was successful, she was dead by the time the guards found her. HYDRA was unwilling to let her go easily; they injected her with an unfinished prototype of a new Super Soldier Serum. Surprisingly, it worked not only to bring her back, but with the effects of the normal serum, as well as some other less expected side effects.
The serum had been infused with energy harvested from the Tesseract. So, not only did it give her enhanced human abilities, but also cosmic enhancements.
When she awoke, she panicked, her new unexpected powers acting erratically. The HYDRA scientists, unsure how to control her, froze her in a Cryostasis Chamber while trying to figure out how to contain her.
That is where Chloe Florence Anderson remained for many years.
A woman once known for her passion to help others, and perseverance even when every part of the world pushed her down, was reduced to a science experiment. Frozen solid until the next idiotic scientist shows up thinking he will be the one to crack Project Echo, to break the mind of the Echo herself, and everytime, they will fail.
