so here is my query

The more exciting thing to consider is that it was probably us because their media and communications were so much more limited and controlled. They probably had more in common with Spirk shippers trading zines than us posting to ao3.

But now I have so many follow up questions about fandom in the capitol like:

Was OC shipping the norm because of there only being one living tribute until everlark?

Was a "made for tv" movie in the works for everlark? Did these exist for past tributes?
