Plus, I’d have to think Immortan Joe would have standards. He wouldn’t allow “his people” to be utter filths.  I imagine it’s not luxurious by any means, but I figure there is at least a way to clean the dirt from yourself.  The members of the Citadel looked far cleaner than the Wretched below.  There had to be some form of hygiene there.  That’s sort of a basic thing in any society, and the Citadel stood for society (crappy as it was).
