See, they didn't not want nudity, especially if it was used to elevate the art, or if it is vital to the plot. But in some circumstances nudity was a big no because it would corrupt the moral standing of movie goers, so the mays code says.

However, partial nudity (silhouettes, clothes that reveal most but not all, and of course tights) was considered worse than full nudity. Worse here means that it was more sexual, because the mind can imagine stuff that would shatter their moral standing very fast if they cannot see the full nude.
