The 8 Stages of Genocide, by Gregory H. Stanton
Genocide is a process that develops in eight stages that are predictable but not inexorable. At each stage, preventive measures can stop it. The process is not linear. Logically, later stages must be preceded by earlier stages. But all stages continue to operate throughout the process.
1. CLASSIFICATION: All cultures have categories to distinguish people into âus and themâ by ethnicity, race, religion, or nationality: German and Jew, Hutu and Tutsi. Bipolar societies that lack mixed categories, such as Rwanda and Burundi, are the most likely to have genocide. The main preventive measure at this early stage is to develop universalistic institutions that transcend ethnic or racial divisions, that actively promote tolerance and understanding, and that promote classifications that transcend the divisions. The Catholic church could have played this role in Rwanda, had it not been riven by the same ethnic cleavages as Rwandan society. Promotion of a common language in countries like Tanzania has also promoted transcendent national identity. This search for common ground is vital to early prevention of genocide.
2. SYMBOLIZATION: We give names or other symbols to the classifications. We name people âJewsâ or âGypsiesâ, or distinguish them by colors or dress; and apply the symbols to members of groups. Classification and symbolization are universally human and do not necessarily result in genocide unless they lead to the next stage, dehumanization. When combined with hatred, symbols may be forced upon unwilling members of pariah groups: the yellow star for Jews under Nazi rule, the blue scarf for people from the Eastern Zone in Khmer Rouge Cambodia. To combat symbolization, hate symbols can be legally forbidden (swastikas) as can hate speech. Group marking like gang clothing or tribal scarring can be outlawed, as well. The problem is that legal limitations will fail if unsupported by popular cultural enforcement. Though Hutu and Tutsi were forbidden words in Burundi until the 1980âs, code-words replaced them. If widely supported, however, denial of symbolization can be powerful, as it was in Bulgaria, where the government refused to supply enough yellow badges and at least eighty percent of Jews did not wear them, depriving the yellow star of its significance as a Nazi symbol for Jews.
3. DEHUMANIZATION: One group denies the humanity of the other group. Members of it are equated with animals, vermin, insects or diseases. Dehumanization overcomes the normal human revulsion against murder. At this stage, hate propaganda in print and on hate radios is used to vilify the victim group. In combating this dehumanization, incitement to genocide should not be confused with protected speech. Genocidal societies lack constitutional protection for countervailing speech, and should be treated differently than democracies. Local and international leaders should condemn the use of hate speech and make it culturally unacceptable. Leaders who incite genocide should be banned from international travel and have their foreign finances frozen. Hate radio stations should be shut down, and hate propaganda banned. Hate crimes and atrocities should be promptly punished.
4. ORGANIZATION: Genocide is always organized, usually by the state, often using militias to provide deniability of state responsibility (the Janjaweed in Darfur.) Sometimes organization is informal (Hindu mobs led by local RSS militants) or decentralized (terrorist groups.) Special army units or militias are often trained and armed. Plans are made for genocidal killings. To combat this stage, membership in these militias should be outlawed. Their leaders should be denied visas for foreign travel. The U.N. should impose arms embargoes on governments and citizens of countries involved in genocidal massacres, and create commissions to investigate violations, as was done in post-genocide Rwanda.
5. POLARIZATION: Extremists drive the groups apart. Hate groups broadcast polarizing propaganda. Laws may forbid intermarriage or social interaction. Extremist terrorism targets moderates, intimidating and silencing the center. Moderates from the perpetratorsâ own group are most able to stop genocide, so are the first to be arrested and killed. Prevention may mean security protection for moderate leaders or assistance to human rights groups. Assets of extremists may be seized, and visas for international travel denied to them. Coups dâĐčtat by extremists should be opposed by international sanctions. 6. PREPARATION: Victims are identified and separated out because of their ethnic or religious identity. Death lists are drawn up. Members of victim groups are forced to wear identifying symbols. Their property is expropriated. They are often segregated into ghettoes, deported into concentration camps, or confined to a famine-struck region and starved. At this stage, a Genocide Emergency must be declared. If the political will of the great powers, regional alliances, or the U.N. Security Council can be mobilized, armed international intervention should be prepared, or heavy assistance provided to the victim group to prepare for its self-defense. Otherwise, at least humanitarian assistance should be organized by the U.N. and private relief groups for the inevitable tide of refugees to come.
7. EXTERMINATION begins, and quickly becomes the mass killing legally called âgenocide.â It is âexterminationâ to the killers because they do not believe their victims to be fully human. When it is sponsored by the state, the armed forces often work with militias to do the killing. Sometimes the genocide results in revenge killings by groups against each other, creating the downward whirlpool-like cycle of bilateral genocide (as in Burundi). At this stage, only rapid and overwhelming armed intervention can stop genocide. Real safe areas or refugee escape corridors should be established with heavily armed international protection. (An unsafe âsafeâ area is worse than none at all.) The U.N. Standing High Readiness Brigade, EU Rapid Response Force, or regional forces â should be authorized to act by the U.N. Security Council if the genocide is small. For larger interventions, a multilateral force authorized by the U.N. should intervene. If the U.N. is paralyzed, regional alliances must act. It is time to recognize that the international responsibility to protect transcends the narrow interests of individual nation states. If strong nations will not provide troops to intervene directly, they should provide the airlift, equipment, and financial means necessary for regional states to intervene.
8. DENIAL is the eighth stage that always follows a genocide. It is among the surest indicators of further genocidal massacres. The perpetrators of genocide dig up the mass graves, burn the bodies, try to cover up the evidence and intimidate the witnesses. They deny that they committed any crimes, and often blame what happened on the victims. They block investigations of the crimes, and continue to govern until driven from power by force, when they flee into exile. There they remain with impunity, like Pol Pot or Idi Amin, unless they are captured and a tribunal is established to try them. The response to denial is punishment by an international tribunal or national courts. There the evidence can be heard, and the perpetrators punished. Tribunals like the Yugoslav or Rwanda Tribunals, or an international tribunal to try the Khmer Rouge in Cambodia, or an International Criminal Court may not deter the worst genocidal killers. But with the political will to arrest and prosecute them, some may be brought to justice.

Some of you may wonder what this has to do with the struggles of trans people. The answer is: everything.Â
A society always shows its worth by how it treats itâs most marginalized. Trans people have long been among those most marginalized and as a result knew exactly how rotten the whole damn system is and knew the system had to go.Â
Now, like the gay rights movement before them, trans people in many countries are given some basic rights, some basic protection from the worst the system has to offer, and are beginning to forget.Â
Now, the most privileged segment of trans people are offered a safe respectable way out of marginalization at the expense of leaving behind everyone else to rot and accepting that the system itself will remain.Â
This is a mistake. This is a bribe. We must resist this at every turn. Assimilation is a surrender of everything we once fought for. No one is free unless all of us are free. To achieve that, the whole system has to go.Â

There are a billion ways to do that without the state, all of them more effective, more real and more likely to be a starting point towards real change.Â
Now I am not saying this is what you, an individual trans people trying to survive, should do. Iâm saying this is what trans movements should collectively put their energy into instead of cheering on capitalist politicians who want to win progressive votes one bathroom stall in an ivory tower at a time. We are losing the best of our activists and our energy on political prestige projects that change nothing on the ground.Â
And hey, I get it. Assimilation politics offers a really persuasive lie: âjust give up all resistance to our oppressive systems and we will give you just enough to stay alive. Not all of you. The poor trans people, undocumented trans people, black transpeople, trans sex workers and more will all continue to die. But the trans people we have chosen to assimilate will get relative safety. So just leave them behind.â
But the thing is: it is a lie. There is nothing they can give you that will keep you alive the way a strong trans community that leaves no one behind can. There is no safety they can offer that will not be a constant bribe to keep being obedient so youâll stay alive. Itâs a trap.Â

Organizing gender neutral bathrooms in government buildings takes educated trans lobbyists who can play the respectability game, it takes political sway, it takes politicians on your side, it takes huge amounts of people, time, money and effort put into winning the sympathy of people in power. And the results areâŠÂ gender neutral bathrooms in government buildings that are super unsafe to be in in any other respect.Â
Organizing an anarchist community that takes care of each other based on solidarity, mutual aid and leave-no-one-behind takes a hand full of people  willing to start working together on truly making each other safer. And the results in amount of safety (and all those other things that keep us alive) for every individual participant are so much bigger than a bathroom in a dangerous building.Â
If you live in a hellscape where you are just trying to keep people from physically attacking you in your day to day life, putting time and energy into a few gender neutral bathrooms instead of into communities of mutual aid and resistance is massively counter productive.Â

I am a trained street medic and Iâve personally been tear gassed more times than I can count.
- Do not use soda or water to wash tear gas out of your eyes. Use a combination of liquid maalox and water, 50:50. Thatâs what works.Â
- They can literally tear gas you anywhere you stand in relation to the police because riot cops have gas masks. Iâve been tear gassed within five feet of the front line of police. They do not care.Â
- Before my very first protest I asked my friend whoâd been doing this for over 5 years if I should soak my bandana in vinegar. She laughed and said, âI have no idea who started that rumor but itâs never done shit for me or anyone Iâve ever known.â
- If you are bulimic or have chronic vomiting, please keep in mind that the mucus membrane in your throat is a precious tender baby and you will be much more effected by tear gas than everyone around you and you will feel it in your throat for weeks afterwards and NO ONE EVER WARNS YOU ABOUT THIS.
- The police probably wonât zip tie you with your hands in front, they pretty much know how easy it is to break out of those.
- People with asthma should always carry their inhalers because that shit is real bad when you get sprayed with tear gas.Â
- Never go to a protest alone. Always have a buddy there and always let someone who isnât going know where you are, your legal name, and your birthday so if you get snatched they can check the jails and the online database for you. (note: this does not work when they grab hundreds of people at once or sometimes they just never put your name in the database yay!)

Find your nearest food bank or mission, for food
grocery stores with free samples, bakeries + stores with day-old bread
different fast food outlets have cheaper food and will generally let you hang out for a while.
some dollar stores carry food like cans of beans or fruit
SHELTER
Sleeping at beaches during the day is a good way to avoid suspicion and harassment
sleep with your bag strapped to you, so someone canât steal it
Some churches offer short term residence
Find your nearest homeless shelter
Look for places that are open to the public
A large dumpster near a wall can often be moved so that flipping up the lids creates an angled shelter to stay dry
HYGIENE
A membership to the YMCA is usually only 10$, which has a shower, and sometimes laundry machines and lockers.
Public libraries have bathrooms you can use
Dollar stores carry low-end soaps and deodorant etc.
Wet wipes are all purpose and a life saver
Local beaches, go for a quick swim
Some truck stops have showers you can pay for
Staying clean is the best way to prevent disease, and potentially get a job to get back on your feet

Cold weather tip - put antiperspirant on the bottom of your feet to stop your feet from getting cold even though your socks are clean and youâve only had them on a few hours - your feet still sweat when it is cold - putting on more socks isnât always the solution. Think like a soldier -Â take care of your feet, keep them dry and clean if you can.
Carry baby wipes with you to wipe off sweat and keep yourself smelling fresh longer.
Also Wal-Mart may not be your cheapest source of supplies or food.
And in the US, you can apply for food stamps even if youâre homeless.
For the food stamps if varies from state to state. Homeless shelters are also a good place to get robbed so I personally avoid them. Cellphones can be free with food stamps in some states, such as California. Thereâs some free phone program I use. Also some of this stuff will not get too much use and should be ditched, such as the can opener, your Swiss Army knife should have one, also moving a can of food against the sidewalk in a circular motion upside down (the part youâd normally open) opens cansâŠyou might get rocks in your food tho. Those emergency blankets never get any use. A day pack is useful only if you have somewhere to stash your hiking pack. Oh yea get a hiking pack, theyâre made to carry more and still be comfy. Sleeping bag temperature ratings are usually not accurate so give or take 10 degrees when looking at them. You can carry a brush and toothbrush but you donât really need a mirror, those are everywhere but I mean itâs also a small thing so nbd if you want it. The fast food thing may work but also get prepared to get kicked out of lots of places solely based on appearance even if you bought something.

2. Injectible estrogen: is more effective than pill or patch form. Get on it if you can bear needles bc you will see more effects more quickly.
3. Estradiol Cypionate: There is currently a shortage of injectible estradiol valerate. There is no shortage of estradiol cypionate. Functionally they do the same shit.
4. Bicalutamide: This is an anti-androgen that has almost none of the side-effects of spironolactone or finasteride. The girls I know who are on it are evangelical about it.

The concerns surrounding venous thromboembolic events as a side-effect of hormone replacement therapy can mostly be traced back to one particular study known as the Womenâs Health Initiative. This study was an enormous undertaking which, unfortunately, demonstrated significant adverse effects of the hormone therapies studied. As a result of this the use of hormone replacement therapy in postmenopausal cis women was dramatically reduced as the medical community began to question whether or not the therapy caused more harm than good.
Naturally, trans women have been suffering from this fall-out ever since.
What physicians seem to fail to recognize is that the study examined a very specific hormone regimen which was, arguably, outmoded at the time the study was conducted: It examined the use of conjugated equine estrogen (Premarin) with or without the use of medroxyprogesterone acetate. Neither of these drugs is regularly used for the treatment of transgender women.
The estrogen most commonly used to treat transgender women nowadays is 17ÎČ-estradiol either in pill form or in the form of a sticky patch that you apply to your skin. Esters of estrogen (e.g. estradiol valerate) are also sometimes used either in a pill form or as an intramuscular injection.
Transdermal estradiol patches are the gold standard when it comes to treating women who are at high risk of a venous thromboembolic event. It simply does not increase the risk of developing a venous thromboembolism. The only thing you should keep in mind is that patches are not always well tolerated because of the lifestyle changes required to keep them from falling off and the fact that they tend to irritate the skin.
Fortunately, oral 17ÎČ-estradiol appears to be safe, regardless of the increased risk. At least one large study has shown that the use of oral estradiol in trans women is not associated with venous thromboembolic events. An individual womanâs risk would need to be substantial in order to contraindicate the use of oral estradiol.
For those who have significant risk of venous thromboembolism because they have had a previous thromboembolic event, because they are paralyzed, or because of some other factor it is good to know the relative risk between oral and transdermal estrogen. The latest research indicates that the use of transdermal estrogen lowers your risk of a thromboembolism to 80% of what your risk would be using oral estrogens.
Itâs difficult to find hard numbers regarding the relative risk of venous thromboembolic events with regards to hypertension. The best I could find after an hour or so of searching was this study regarding VTE in lung cancer patients. Hypertension increased the risk by a factor of 1.8.
However, to put that into perspective being of African descent increases your relative risk for deep vein thrombosis by a factor of 1.3 when compared to Europeans. Europeans are, themselves, at increased risk when compared to Asians and Pacific Islanders by a considerable margin: a four-fold increase.
I should point out that being âmaleâ is also a risk factor for developing a thromboembolism and hormones are likely to be a contributing factor. Also, menopause is another serious risk factor. Given this information it is likely that the use of transdermal estradiol will lower your risk of thromboembolic events significantly.
As far as the anti-androgen is concerned: The primary use for spironolactone for cisgender people is as an antihypertensive.
Even if the risk of thromboembolism was truly significant with modern hormone replacement therapy it wouldnât justify what your doctor is doing to you. The fact is that mortality in the transgender community from suicideâcaused in part due to the lack of access to hormone therapyâis substantial. The quality of life lost when a trans woman is denied hormone therapy is substantial. The fact that your doctor does not appear to be taking this into consideration when they weigh the risk of thromboembolism against not receiving necessary medical care is deeply concerning.
I strongly recommend that you seek a doctor who is more sensitive to your medical needs as a transgender woman.
