While I have a queer ship for almost every Genshin Impact Nation I actually headcanon that all the Nations have a different view on homosexuality(and queerness in general and transgenderism)
Mondstadt, as the Nation of Freedom, doesn't care who you love or what you identify as so long as you aren't harming anyone or anything. Like, imagine being homophobic or transphobic, hating on that fact that someone is being free as themselves in the Nation of FREEDOM
Liyue I imagine isn't as accepting as homosexuality and that homophobia is unfortunately common, but I do think that homosexual marriage and being transgender isn't illegal because look at the bigender icon that is Zhongli. Like sure, Zhongli faked his death and is retired but still, before faking her death she definitely allowed gay marriage
Inazuma, I imagine is similar to Liyue, in that queerness isn't as accepted and while some may argue that Ei would probably allow it because of the Eimiko ship(which I'm honestly neutral on, no hate to those who ship it, it's just not my cup of tea) consider that Ei was in the Plane of Euthymia for 500 years. She could not contribute to said laws. Honestly homosexuality being frowned upon in Inazuma adds to the Arataki Gang being full of misfits for me because I headcanon Shinobu as a lesbian
For Sumeru, yes?? Because like with the Akedemiya being Sumeru's main focus I'd see people prioritizing studying over romance. Like that vine "Is there anything better than pussy? Yes, a really good book" so like, Sumeru is aroace. Also the desert views homosexuality differently and probably doesn't really care. Like you have from the desert canon lesbian Jeht and while she isn't a confirmed lesbian you don't need confirmation to know that she is one Dehya. Also I do see being transgender being allowed but it's just frowned upon, because while it isn't transgender, I headcanon Nilou as intersex and that she had an ex girlfriend who upon learning that Nilou is intersex, called her a freak and dumped her(don't worry though I headcanon that Nilou also ends up getting into a much better relationship with a woman who doesn't care that she's intersex and loves her regardless)
Fontaine is a yes. The song "Gay or European" can apply to the whole cast. And I also headcanon that while Furina was still acting as an Archon the people of Fontaine had long suspected that she was a lesbian. And with Furina being a lesbian herself she would definitely allow gay marriage. Also I don't know about transgenderism, all I know is that its allowed since Fontaine is the other region where I headcanon a character as trans, being Emilie as transfem(the other region is Mondstadt, with me headcanoning Sucrose as transfem)
While Natlan is the only region I don't have a queer ship for I just know it allows homosexuality. It just has those vibes and you can't tell me that the region who has a character who's color pallette is the aroace flag is homophobic
While I haven't played through Nod Krai yet I already know being gay is allowed. I've heard of the absolute Yuri Fest it is with Inehoda/Mekaberry, Laufer and ArleSandBina. Also Columbina being worshipped by the people of Nod Krai and she's a lesbian with a biblical level of greed(/a) , she has Arlecchino and Sandrone as well as Lauma and can probably also be shipped with Lumine(Lumine is something by herself because I headcanon The Traveler being polyamorous and wlw and mlm respectively and since I play as Lumine I ship her with 8 different women and that she's FWB with another one)
And lastly, while Snezhnaya hasn't been released yet I already know homosexuality is allowed. Yes, I know Snezhnaya is based off of Russia, who isn't very supportive of homosexuality but, The Tsaritsa is the Goddess of Love, and like I've said for other characters associated with love/lust(like Mitsuri from Demon Slayer and Lust from FMA/FMAB) "how can you be the embodiment of love/lust and be straight?"
