Without seeing a photo, I’m a bit at loss here. Bright red wigs are seen on a couple of costumes, including the Fall lady (Autumn Flame), Gypsy girl and the Triangle girl. But I suspect you would easily have recognized those.

The ballerina and swing costumes I know of featuring a jacket is the Tyrolean girl and the Green Lady (on Broadway currently purple and called “Purple Rain”). Neither sound like a good match to what you describe.

Though maybe a revamped Tyrolean girl? There is a red wig involved there too, and she does have a certain Ronald McDonald factor. Her jacket is blue, usually anyway, but the lapels are often yellow. Especially on the US costumes. And the boots at least have red details in many productions, maybe they went for an all-red pair on Broadway?
