let's look at the Harm to Minors section of Tumblr's User Guidelines together:

according to the above, content that violates the user guidelines, is reportable, and is ground for content removal and account termination includes the following:

content featuring abuse of a minor, including pictures of real people, illustrations, animations, or text

suggestive or sexual content involving a minor or anyone who appears to be a minor, including pictures of real people, illustrations, animations, or text

content facilitating child sexual abuse, including pictures of real people, illustrations, animations, or text

content promoting child sexual abuse or extortion, including pictures of real people, illustrations, animations, or text

according to tumblr's own user guidelines, the text fantasies that are constantly being shared around on here of the sexual abuse of children are reportable offenses that merit removal from this website & potential termination of the account of the posters. it is not content that this website wants to host and, as far as I am aware, never has been. the earliest version I can find of Tumblr's User/Community Guidelines on their own Github is from 2012 and features this wording:

if you see content violating any of the user guidelines, but especially the Harm to Minors one highlighted within this post, please report it. children are an especially vulnerable group and there are children on this website. the fantasies that are shared about child abuse by some users of this platform do not exist in a vacuum.

in a previous post I talked about the mass grooming problem this website had pre-pornography ban. as a child on this website in that era I was groomed by adults who are very similar to those trying to normalise sharing pedophilic fantasies on this website today. those who claim to care about children while sharing these fantasies openly on a platform that prohibits said content and that children use do not care about children. entire websites exist that proudly allow for this sort of content to be shared, and yet these users continue to use Tumblr because they want to violate the boundaries of its users, including children, and believe that platform rules do not apply to them. imagine saying Facebook or Instagram are pedojacketing you because they ban you for talking about how much you want to groom children lol.

also, pedophiles roleplaying as hypersexual children who at times say "i'm 8 years old" etc always get deleted when reported. Report their sexual posts and link a post where they say they're a child, or explain the age is listed in their about, etc. You can also report their friends who use tumblr to ERP with their childsonas as interacting with someone who states they're a child, include a link to both the explicit post and a post where a user says they're a child

The mature content policy also has great info- for example "links or ads for adult affiliate networks or escort/erotic services" are also prohibited. They are super spotty about moderating this unfortunately but you can report anything that links to onlyfans, fansly, etc. Also, ALL content not appropriate for all ages must be labelled mature!! So you can request content labels on anything that isn't appropriate for children and they will typically get added. Most importantly re images:

"Visual depictions of sexually explicit acts or content with an overt focus on genitalia are not allowed on Tumblr. This includes sexual intercourse, masturbation, sexual interactions with toys, and content involving bodily fluids.

We also don’t allow content where aroused genitalia is visible or the primary focus, even if partially covered or beneath clothing."
