white bellied sea eagles feel match his color scheme best and aso i think are appropriate since they're primarily coastal dwellers and aedes elysiae is a seaside town :) the harpy eagle is mainly there cus their crest feathers remind me of his ahoge lol. they're also what i primarily based his build + wing structure off of.

as for bald eagles they were actually my first idea of what to base him off of when i was thinking of this but any imagery of bald eagles is immediately going to have connotations for people due to them being a symbol of the us. I honestly think this somewhat fits him though wrt him putting his role as Deliverer above himself as an individual, and how bald eagles exist primarily in people's minds as a political symbol rather than the normal animals they are. Does this make sense.

also i just think their midair "cartwheeling" they do for courtship and the way they'll continue to build upon a nest together every year even when its reached ridiculous sizes just feels very him vibes wise. i think he would do that
