Apply special paper maché: 1 part water, 1 part Elmer’s glue-all, 1 part liquid latex, torn strips of good quality paper towels (torn edges blend; cut edges do not). Use gloves: liquid latex is nasty. The newsprint will sag as it becomes saturated. Good. Just prop up the wing bones so it sags in a pleasing way. Let dry, paint with acrylic paint, then mat acrylic varnish.
