I guess it’s in the same way that people suggest Jessica Campbell for every women’s team coaching job ever - I love Jessica Campbell a lot and she would be qualified for a lot of positions, but the reason people are mentioning her is really less about her and more because she’s the One Woman they know, rather than really evaluating if this situation makes sense or bringing up other possible candidates.
