Going Digital: Malaysian Motorists No Longer Required to Display Road Tax Stickers

As of 1st January 2022, the Malaysian government has implemented a new policy that eliminates the requirement for motorists to display their motor vehicle licenses, commonly known as road tax, on their vehicles. However, this has raised several concerns among motorists.

Q1: Do road tax and driver’s license still need to be paid after the validity period ends?

Yes, motorists must still renew their road tax and driver’s license within the validity period. Failure to do so will result in fines or penalties.

Q2: Can I still use the road tax sticker and physical driver’s license?

Motorists can still use their physical driver’s license as a form of identification when driving. However, the road tax sticker is no longer required.

Q3: What if I do not own a smartphone or don’t have internet access on the road?

The government has assured that alternative methods will be provided for those who do not have access to the internet or a smartphone. Details on these alternative methods are yet to be announced.

Q4: What if I’m driving someone else’s car?

Motorists must ensure that they have a valid driver’s license and that the vehicle has a valid road tax. They can access the road tax information through the MyTransport app or by contacting the vehicle owner.

Q5: Will I be issued with summons should I fail to show my digital road tax or license or if I do not have the MyJPJ app installed?

Yes, failure to show valid road tax or driver’s license may result in a summons or fine. Motorists are advised to keep their documents up to date and accessible through the MyTransport app.

Q6: How is enforcement conducted?

Enforcement will be conducted through automated license plate recognition (ALPR) systems and other digital technologies. Law enforcement officers can also check the validity of a motorist’s license and road tax through the MyTransport app.

Q7: How long is the digitization interim period?

The government has not announced the duration of the digitization interim period. However, they have stated that the transition will be gradual and motorists will be given ample time to adapt to the new system.

Q8: How does this digitization process save the government money and benefit the public?

The digitization process eliminates the cost of producing and distributing physical road tax stickers, resulting in cost savings for the government. It also provides a more convenient and efficient way for motorists to manage their road tax obligations, ultimately benefiting the public.

Who are 1st Party, 3rd party & comprehensive when we talk about insurance/takaful cover?

 Although it makes sense there is no 2nd party cover.

1st party refer to the driver/owner.

2nd party always refers to the risk taker (Insurance / Takaful company)

3rd party is referring to the other person(s) involved

A comprehensive cover is a cover which covers all three parties above

Example: Ali (1st party) drove a car with a valid ABC Berhad(2nd party)  insurance cover. Hit Ahmad(3rd party) a motorcycle rider.

Ali paid for 3rd party cover type which will only cover Ahmad’s claim due to the incident.

Ali’s car will be covered if only Ali subscribed to Comprehensive cover.

Everybody should notice by now that Waze is keeping us in category and segregate us to different route. We will be on similar route although heading for different destination. This is to keep road less busy rather that to avoid predicted heavy traffic. If you go through the setting, we can find “vehicle type” option to correctly select our vehicle type – Motorcycle, Car & Taxi”.

The combination of improvements developed by Waze enable us to avoid traffic & tolls altogether by selecting our desired route by defining vehicle type.

Let us go through Waze setting together:

Open up your Waze application.

In Settings page, scroll down to Driving Preference -> Navigation

Bank Negara Malaysia Governor Tan Sri Muhammad Ibrahim Submitted Resignation

In line with Bank Negara’s call to promote the usage of electronic payments (e-payments – BNM Circular dated 29th December 2017) and to displace the

usage of cheques in the insurance & takaful sector, all insurance and takaful agents will be required to cease making payments on behalf of their customers

using the agent’s own current or savings accounts or the agent’s credit or charge card accounts with effect from 1st July 2018.

This excludes premium / contribution payments made by Corporate Entities.

In short, non-corporate insurance/takaful agent will not be able to accept cash payment from customer starts July 1st, 2018

Referring to The Star News portal, our current Bank Negara Governor Tan Sri Muhammad bin Ibrahim tendered his resignation letter

KUALA LUMPUR: Bank Negara Malaysia Governor Tan Sri Muhammad Ibrahim has submitted his resignation, says Tun Dr Mahathir Mohamad.

Speaking to reporters at a press conference on Wednesday after its Cabinet meeting, the Prime Minister said Muhammad had expressed his desire to leave and the Cabinet had accepted it.

“He didn’t say a concrete reason,” he said when asked whether it was linked to the RM2bil land deal.

However, Dr Mahathir said the King’s approval was needed to announce a new governor.

StarBiz reported earlier that the move comes less than a month after the Pakatan Harapan coalition won a surprise election victory and Lim Guan Eng, raised questions about the central bank’s purchase of land from the previous administration.

Lim said in May that the previous administration of Datuk Seri Najib Razak had used money raised from a land sale to the central bank to pay off some of the debts of 1MDB, the state investment fund that’s been mired in a corruption scandal.

Bank Negara has said the purchase was transacted at fair value and complied with all governance requirements and relevant laws.

Muhammad was promoted to lead the central bank for a five-year term in May 2016 when Tan Sri Dr Zeti Akhtar Aziz stepped down after 16 years of leadership. He had risen through the ranks of the central bank since joining it in 1984 and was endorsed by Zeti when she left as a successor able to provide policy stability.

Former deputy governor Datuk Nor Shamsiah Mohd Yunus is strongly tipped to succeed Muhammad.

Shamsiah was involved in policies to strengthen the banking system during the Asian financial crisis and in the development of regulations and guidelines for the financial sector.

She also helped formulate the financial sector’s 10-year master plan through 2010.

Tuntutan Gantirugi Dari Kemalangan Kenderaan Yang Tiada Insurans/Takaful

Semua kita sedia tahu tentang tuntutan kecederaan tubuh badan (Third Party Bodily Injury – TPBI) terhadap syarikat insurans pihak ketiga yang mengakibatkan kemalangan. Tapi pernahkah kita tahu yang kita masih boleh membuat tuntutan dari kemalangan kenderaan yang tidak mempunyai insurans/takaful yang sah?

Motor Insurers’ Bureau of West Malaysia (MIB)

Biro ini telah ditubuhkan sejak 1968 hasil daripada perjanjian yang dibuat oleh Kementerian Pengangkutan Malaysia, syarikat insurans dan Biro itu sendiri.

Tujuan Biro ini diwujudkan adalah untuk menyediakan gantirugi jikalau terlibat dengan kemalangan dari pihak ketiga yang tidak mempunyai insurans/takaful yang sah.

  Berikut adalah beberapa hal penting yang kita perlu tahu:

Anda boleh memfailkan tuntutan terus ke MIB atau melalui peguam

Perlu ada nombor pendaftaran kenderaan yang mengakibatkan kemalangan.

Perlu failkan tuntutan tidak lebih dari tiga tahun tarikh kemalangan

Jikalau tuntutan anda melibatkan tuntutan undang undang, anda perlu memberitahu MIB dalam tempoh 30 hari dari tarikh fail tuntutan bersama dokumen yang berkaitan.

MIB cuma akan membayar untuk keceraan (contoh: luka, patah & retak). MIB tidak akan membayar untuk kerosakkan kenderaan, pakaian, jam, kemerosotan pendapatan, bill hospital & dsb.

Jumlah pembayaran termaktub kepada keputusan MIB sendiri

Surat menyatakan hasrat tuntutan dan senarai kepilan

Salinan aduan polis (perlu menyatakan nombor kenderaan pihak ketiga)

Perbezaan Insurans "Agreed Value" vs "Market Value"

Harga Semasa – Market Value

Menginsuranskan kenderaan mengikut harga pasaran atau dipanggil “Market Value” adalah terjemahan mudah.

Sebagai contoh:

Kenderaan anda bernilai rm100k sekarang. Diinsuranskan pada kadar rm100k.

Seandainya kenderaan anda terlibat dalam kemalangan yang berakhir dengan status “total loss”, kiraan gantirugi akan dibuat dengan harga pasaran di masa itu.

Jika kenderaan anda telah susut nilai ke rm75k, Syarikat Insurans/takaful akan membayar mengikut nilai semasa itu rm75k.

Harga Perjanjian – Agreed Value

Berlawanan dengan menginsuranskan kenderaan anda megikut harga pasaran. “Agreed Value” adalah harga yang ditetapkan oleh syarikat Insurans/Takaful dan selalunya lebih tinggi dari harga pasaran kenderaan anda sekarang.

Kebaikan:

Kenderaan anda bernilai rm100k sekarang. Diinsuranskan pada harga rm110k

Sama seperti kemalangan diatas, status kemalangan berakhir dengan “total loss”

Anda sangat bernasib baik kerana menginsuranskan kenderaan anda dengan nilai “agreed value” kerana syarikat insurans/takaful akan membayar penuh rm110k

Total loss

Status total loss tidak hanya diguna pakai untuk kerosakkan yang tidak boleh dibaik pulih. Ianya juga diguna pakai apabila nilai baik pulih adalah lebih tinggi dari nilai yang diinsuranskan.

Contoh kerapan:

Menginsuranskan kenderaan pada kadar terendah (contoh: 10k) terlibat dalam kemalangan bersama kenderaan lain. Jumlah penuh tuntutan dari semua kenderaan lain terhadap insurans anda + kos baik pulih kenderaan sendiri lebih dari 10k, ini adalah status “total loss”

Keburukan:

Status total loss akan tercatat dalam rekod JPJ sebagai kereta lupus. Walaupun dapat diperbaiki, anda tidak akan dapat memperbaharui lagi insurans & roadtax.

Tak perlu ke PUSPAKOM - Tawaran pemutihan baharui cukai jalan

BENTONG: Pemilik motor dan kenderaan yang cukai jalannya telah tamat tempoh tidak lebih dari tiga tahun kini dibenarkan untuk memperbaharui cukai jalan dan insurans kenderaan mereka tanpa perlu melalui proses biasa, menerusi program pemutihan yang berkuatkuasa hari ini hingga akhir Jun.

Menteri Pengangkutan, Datuk Seri Liow Tiong Lai berkata, program pemutihan itu, yang pertama kalinya pernah dilaksanakan Jabatan Pengangkutan Jalan (JPJ), telah mendapatkan sokongan serta kerjasama dari syarikat-syarikat insurans.

“Saya menyeru supaya pemilik kenderaan terlibat mengambil peluang ini untuk memperbaharui semula cukai jalan dan insurans kenderaan mereka dalam tempoh tiga bulan ini” – Menteri Pengangkutan, Datuk Seri Liow Tiong Lai 

“Program pemutihan ini menunjukkan keprihatinan kerajaan dalam membantu rakyat, khususnya mereka yang berada dalam golongan B40 (kumpulan berpendapatan isi rumah 40 peratus terendah),” katanya pada sidang akhbar selepas melancarkan Karnival Kementerian Pengangkutan.

Katanya, pemilik motosikal dan kenderaan yang terlibat juga akan menikmati potongan bayaran insurans jika memperbahurinya dalam tempoh itu.

“Bagi motosikal 125cc, pemilik hanya perlu bayar RM80 berbanding antara RM100 hingga RM140 kadar biasa,” katanya.

Beliau menjelaskan, jika mengikut prosedur biasa, kenderaan yang telah luput cukai jalannya melebihi satu tahun perlu menjalankan pemeriksaan di Pusat Pemeriksaan Kenderaan Berkomputer sebelum dinilai dan diluluskan permohonan untuk perbaharuan cukai jalan.

Sementara itu, Ketua Pengarah JPJ, Datuk Shaharuddin Khalid yang turut hadir di karnival itu menganggarkan terdapat hampir 28 juta kenderaan berdaftar di Malaysia.

Bagaimanapun, katanya pada tahun 2017, hanya 19 juta sahaja yang memperbaharui cukai jalan.

“Program pemutihan itu akan dilaksanakan di semua pejabat JPJ seluruh negara” – Ketua Pengarah JPJ, Datuk Shaharuddin Khalid

Pelbagai aktiviti telah diadakan sempena karnival satu hari itu, termasuk pameran oleh agensi-agensi di bawah Kementerian Pengangkutan, pemeriksaan kenderaan percuma, pengurangan saman JPJ dan pemeriksaan gigi percuma.

CAR STOLEN??? Here is 5 things you should do next.

When we are paying for the Insurance policy, we are actually transferring the risk of the vehicle to the Insurance company and one of it is theft.

According to PEMANDU, in 2014, one car is reported missing for every 45minutes in Malaysia and the figure does not change much up until now.

Just imagine when you are strolling back to your parking lot and your ride is nowhere to be found… a scary thought isn’t it? In a situation like this, it is always good to know what you should do next.

What Should I Do?

First of all, do not get panic. As soon as you are sure that your ride is not at it is supposed to be, call the bank or the financing company, maybe it is because of arrears or some problem with the loan. If everything seems fine to try the Municipal Council next, maybe it is been towed due to traffic obstruction.

If not, most probably you ride is stolen!

Can I claim the Insurance Provider for compensation?

Yes, u can. Take note of this few points.

1) Type of coverage

The insurance company will only compensate for coverage listed:

Comprehensive policyholder

Third party, fire and theft

If u are currently only a third party policyholder, the Insurance provider will not cover your loss.

2) Nature of Theft

The Insurance provider will not attend to claims if you are willingly hand over your ride to another party in such case as:

Lending your ride to a friend and both end up missing

Leaving your ride at a carwash and got stolen

Lost after handing over your ride to a jockey service.

All of the above is considered as negligence and will not be covered by the Insurance Provider.

3) Documents Needed

If your policy entitles you to theft claims, the documents needed are:

Claim form

Copy of Identification Card and Driving License (Policy Holder)

Copy of Identification Card and Driving License driver(other than Policy Holder)

Copy of Registration Card

Police Report

Policy CoverNote

Copy of Hire Purchase Agreement

Copy of AP(imported vehicles only)

4) How much can I claim?

After the claim forms are handed over, an Insurance Investigator will be appointed and please give full cooperation in order to expedite the claim process.

If your ride is insured based on the agreed value, you can claim the same amount agreed.

If your ride is insured based on market value, claims are based on current vehicle value or the Sum Insured, whichever lower.

The current market value is derived from an evaluation system which is approved by the Persatuan Insurans Am Malaysia(PIAM). Financing balance does not have anything to do with insurance claims. Any financing arrears are between You and the Bank. You will not get any compensation for additional accessories such as, In Car Entertainment, sports rims, sports exhaust, bucket seat, and others unless you have bought additional coverage for accessories.

For underinsured policies, claims are only up to insured value amount. That is why you must get an appropriate coverage value for peace of mind.

If so happens that you do not agree with the settlement value, you can always appeal to the Insurance Provider with supporting documents from reputable car dealers on the current value of the ride.

You will be getting you claims within 6 months from the reported date or as soon as the police investigation is closed, whichever comes first.
