after a certain event, stelle is the only one who gets caught. (the bracelet she was given after she was caught prevents her from using powers) not remembering what exactly happened, she tries to piece together a picture of what happened (like how bad is it was if she even lost her memory, why aren't stellaron hunters even trying to save her etc) and, along the way, to escape from the correction center in which they put her instead of prison as "capable of change". probably it's worth clarifying that for criminals with dangerous superpowers, and especially villains, a prison is the end point. either you get "corrected" or you get executed because no one wants to release a dangerous individual and it's too expensive to keep them for life...so..there's only one way for you if you don't wanna behave. stelle has one year to start behaving or else she will be labeled out of control and executed (so far, attempts to escape are not having a good effect on her record)

himeko (fire superpowers obviously) is the head of one of these correction centers (therapy, fresh air walking, all inclusive) and she is very interested in giving people a chance....especially when she knows that's member of kafka's gang. she believes that kafka is a master manipulator (because of her spirit whisper too) and everyone who has dealt with her can change by getting out from under this woman's influence. like stelle. but stelle is stubborn as hell when it comes to kafka and other stellaron hunters members, she believes that they're not "evil", they're just have their own ways to deal with things, more effective. so what if 23 dead 163 injured and stelle has a lot of other charges in her record
