Another unsubstantiated theory-
-Morgott kept his shackle when he left the sewers to keep the citizens mollified about Margit- "no need to worry about the omen, I have this shackle to control him (that I will never use)".
-When Godrick fled, it was one of the pilfered items he took with him.
-Former footsoldiers turned to banditry as per the highwayman set.
-The former soldiers in Murkwater cave were probably Godrick's men and likely looted what they could grab from Stormveil.
-Patches got the shackle from one of the highway men and that's how he has it for sale!
Unsubstantiated headcanon: The Haligtree was meant as a haven for all those oppressed by the Golden Order but that changed with Miquella's kidnapping. There was no evidence beyond some sightings of a suspicious omen but that was enough for the mourning citizens to forbid any omen from remaining in Elphael. Over time, even the suspect was forgotten but omen-kind are still banished.
