The Submas Designs are a lot more clever than you thought.
First lets look at the Submas overall design. We know that the original design was intended to make the Subway Bosses look like clowns and kind of creepy (that backfired); hence the comically large shoes and exaggerated expressions. Let’s start to break down each part of the design.
To begin, The Submas extreme expressions are a possible reference to the symbol of theatre; the mask of Tragedy and the Mask of Comedy. The mask of tragedy is commonly portrayed frowning ( not necessarily cry) on a black base mask while the mask of Comedy is portrayed smiling on a white base masks. Sometimes these masks are gold or split black and white color. The masks together represent the two extremes of the human psyche. Definitely the contrast we see between Emmet’s smile and Ingo’s frown.
Next up, the coats. These are obviously designed to look like train tracks. The vertical grey lines representing the rails, the red brown the tie (the wood connecting the rails), and the buttons are the spikes that secure the track. You can see the pattern best on the back of the Submas coat. Looking at it you could laugh and say “I guess that makes the Subway boss themselves the train”, and you know what? You’re right.
This brings us to the most interesting part of their design, the color and pose. Yes, there is an explanation to the silly pose too. It’s so silly that we can just brush this whole design off as being another funny Pokemon character design; but unfortunately it’s actually thought out.
The Submas themselves are the New York Subway. Or at least they are the personified version of it. Let’s look at the colors again. Black and White. Very fitting for a game literally called Pokemon Black and White. That alone brings us to some interesting comparisons with the game themes and pokemon.
Kudari or (Emmet in the English version) wears all white. He values routine and rules and is ultimately pretty point blank. We can easily make that conclusion that Emmet represents Reshiram and truth. If we break down his name we see that in Japanese it means something along the lines of “down train” or moving away/going down hill. The different translations usually mean the same, except the name “Emmet” is a bit out of place. A lot of people say the Submas names in English are most likely to be puns of “Ingoing and Emitting”. But my crazy self did more digging and found that Emmet means “truth” specifically universal truth. This name goes back to old German, Irish, and even Hebrew. All looping back to Reshiram and themes of the game. (On a funny side note, Emmet is also the Cornish word for ant; so Emmet having a Durant is really funny. )
Next up is Nobori or Ingo who wears a black coat and appears frowning. Despite that , his is very encouraging and excited about moving forward. This makes sense since the name Nobori in Japanese more or less means to move up/forward ( specifically up a mountain). That’s why a lot of people believe that the poor man was eebie deebied for the pun because Warden Ingo works on Mt. Coronet. In English, Ingo is thought to be a shortened version of “Ingoing” which also aligns with not only the Japanese name but the character’s reoccurring theme of progress, moving forward, and ideals. In this sense Ingo very much represents Zekrom and ideals.
Truth and ideals, Reshiram and Zekrom, Tragedy and comedy, white and Black. All very good interpretations and symbolism for two funny train men. I would be satisfied with just knowing that, but no; the Submas are also a funny gijinka of the New York Subway. This is the part the has me laughing at how simple it is and yet we just easily accepted that they were just a bit strange.
Take a look at this. This is a Zebra Board.
Yep, it’s black and white. And do you know what? This MTA sign only appears in the New York subway. What does it do? These are used by conductors to indicate safety and that the train has lined up in the station. Every time the subway comes into the station, the conductor has to physically point at this board/bar to indicate that it is safe for the doors to open. The action is called “point and call” or “point and acknowledge”. This practice is used in a few other train/subway stations (such as Japan), but the black and white board is New York specific. The pose of the submas suddenly makes a lot of sense.
Other Important notes observations.
The Submas face represents the front of the train. So their eyes are the lights (hence Ingos glowing eyes in PLA), their side burns are cow catchers ( see graphic), and the Medalion on the hat is round like a train number plate. Another interesting thing is that the Submas use airline Captain Pilot hats like Japanese train conductors use. The only part of their outfit that confuses me is the arm bands. This is more of a police uniform element and not a train conductor thing.
so to conclude, the Submas are basically a reference to in game themes, Reshiram/Zekrom, Trains, and literally the New York subway
I am not an expert. These are just my observations. I could be completely wrong. Take and add what you would like to. If you have more to add about the design, feel free to reblog that info. I would also like to see your interpretation.

How to read the Lord El-Melloi II Case Files Light Novels
I was recently reminded that there is a lot of people who simply don’t know that they can read the Case Files light novels, and that there are people who do know but have no idea where to find them. This is especially a problem when these people have only watched the anime and want to know where they can find more of the story. Since it kind of requires you to go through some hoops (not a whole lot but still), I decided to take a page out of @humbertozero‘s excellent Fate/strange Fake resource post and make one for my other favorite Type-Moon Fate spinoff, the dossiers of El-Melon.

Further explanations
Anime
The anime adaptation of Case Files, with the mouthful of a title that is Lord El-Melloi II’s Case Files: Rail Zeppelin Grace Note, is particular to use as an entry-point in the series, because it only partially adapts the series. See, the author, Makoto Sanda, said in interview that the two first arcs/cases in the series didn’t quite work as scripts for anime episodes, so the anime only adapted the third case/arc, Rail Zeppelin, which is more action oriented than the more mystery focused first arcs. But because they still needed to explain stuff like Gray, Reines, El-Melloi’s students, etc., many of whom are relevant characters to the arc, the first half/six episodes of the anime is about introducing them.
So to the question “where do I start reading after the anime?”, the answer is unironically to restart at volume 1. And then you may skip volumes 4-5 since they are the Rail Zeppelin arc and there are not much differences besides some characters not being present during that arc. This is why I think you can watch the anime first if that’s more your speed (I have my problems and criticisms of the anime but that’s irrelevant to this post).
And you can’t start with the anime and start reading with volume 6, the first 3 volumes have characters and plot points that come back for the final arc, so you’re gonna be incredibly lost if you think to consume the series this way.
Weirdly enough, despite being original episodes, the anime originals are most likely canon in some ways. Episode 0, the original OVA, is an expansion of an anecdote Gray mentions in the first volume’s prologue, and Episode 1 takes place during Waver’s travels before the story starts and is an actual story, one of the 3 incidents Sanda has in mind for Waver’s journey before he returned to London. Episodes 2 to 6 take place during the one month period between volume 3 and volume 4, and finally the special OVA take place on Christmas also in between arcs.
Manga
The manga has gorgeous art, but, at the time of writing, it is unfortunately only translated up to the second case right now. Still, go check it out.
The Adventures of El-Melloi II
The sequel series currently ongoing, started a year after the first Case Files ended in 2019. You might know it as “the (other) series where Rin shows up grown up and also a pirate”. @reignsan has been compiling pretty thorough chapter-by-chapter summaries of the volumes by @kaibutsushidousha if you don’t mind being spoiled. Or you can be patient and wait for azwhoisverybored to finish translating them on Beast Lair in this thread.
At the time of writing (14/10/24), the first and second volume of Adventures have been completed and compiled into PDF and EPUB forms:

Lord El-Melloi II Case Files material
This is absolutely not required reading in any shape or form, those lore books are usually of interest only to dumb nerds like me lol. A timeline of the Clock Tower? An explanation of its politics? Yes please. But it also has insights into the characters by the author that aren’t in the books proper, as well as behind-the-scenes explanations for some decisions (for example, why it’s Gray with the American spelling instead of Grey with the British spelling). Only the glossary/encyclopedia is translated, but give it a look…after you read the series, because it assumes you did and has some big spoilers.

“Sky too big” also gets you on the tops of very tall, sharp mountains, where standing at the top means everything around you except the snow under your feet is blue sky.
Y’all’re joking, but I remember the agoraphobia I had the very first time I spent time in prairie states. There was this terror inside of nowhere to run, nowhere to hide. It went away when I flew back to the East coast.
It was there the 2nd time too, but not quite as strongly.
Even TALKING about it now makes me feel anxious.
Laugh all you want, but when you’re used to driving a few hours and hitting ocean, and an hour and hitting mountains, being surrounded by nothing but flat and Flat and FLAT and knowing that’s all there is for hundreds of miles does things to ya.
Not even slightly joking, though. Flat places give me the horrors. At least when you go up a mountain, you went to see the sky void, and you can hike right back down and hide from it in a nice valley somewhere. Safe little critter under the nice tall trees.
Out in the Flat Places* there’s nowhere to goddam hide from the sky. It’s all nothingness from horizon to horizon, and that nothingness wants to grind you under its boot like an ant, I swear to god.
*Flat Places may vary person by person, but I absolutely am including low hill country because I think it makes it worse. You look at the hills and expect to see mountains but none appears!
I don't know how you cannot love this view.
Donbas steppe
Truly, at no point would I ever say that such a landscape is not beautiful. I’m not dead to the poetry of these scenes.
But, simultaneously (and that’s the crazy part), the sky triggers my threat response.
And I know friends from plains/field/steppe-country who find it stressful to have mountains “looming” over them (their words, never mine).
Them: comforting wide horizons, I could see any threat coming. Me: I am exposed, I will fall into the sky :(
Me: comforting mountains, sheltering me in the valley. Them: these big rocks will fall on me :(
Large Bird Will Get You
As a child of the misty forest, this open place above is terrifying. (I felt afraid all the way through Kansas). But then, a lot of folks fear them the misty forest. Especially at night.

For context: I'm from Scotland, and my spouse @mothman-etd is from Minnesota. I grew up surrounded by forests and hills as far as the eye can see.
When we first started dating, I'd usually only travel to see him in the Twin Cities, except one time, one of his coworkers was getting married up in North Dakota, so we made it into a road trip.
I fell asleep in the car like a true passenger princess and woke up to nothing but flatness, but not just any flatness, no. It had been raining, and the plains were filled with water, so for all intents and purposes, it was like waking up in the middle of the fucking ocean with nothing but too much sky above me and absolutely nothing around us but the endless stretch of water and the empty road in front of us.
When I tell you the primal fear that went through me. It was like falling upwards. It was like gravity just didn't exist, and there was no limit to how high my panic could rise. I had to do that stretch of the journey with my chair tipped back so I couldn't see the emptiness. Like a blinkered horse ready to bolt and break all my legs at once in a frenzied panic to escape the Nothingness.
Eventually, we pulled over at a service station, and I can honestly say I've never been so happy to see a roadside Subway in all my life.
To add on to @thebibliosphere story, while it was raining it was also flood season. So Joy woke up to this:
All of North Dakota is the same elevation, so nothing stops the flood water. The interstate roads are built just high enough so you can still drive on them so it really looks like you are driving in the ocean when it happens. But not the normal ocean, a still, no waves, quiet ocean with random patches of trees sticking up.
Another fun tibit about this flood season is the Red River, which is the primary source of this flooding, flows north. So as the winter turns to spring the south part thaws first and smashes right into the still frozen part. Basically it's like turning on your kitchen faucet directly onto the counter instead of the sink.
It sure is an Experience 🥲
